SUBJECT: Request to Reconstruct Weinandt Acres 1 st Addition Streets for 2003 DATE: May 20, 2003 INTRODUCTION: At the May 6, 2003 City Council meeting, under the item of interested citizens not on the agenda, a request was made by Harry Weinandt for the residents of Weinandt Acres 1 st Addition to have the streets reconstructed in the year 2003. This memorandum is to address this request. BACKGROUND: The streets in Weinandt 1st Addition are over 20 years in age and are severely deteriorated to the point that Class 5 aggregate was hauled in and placed on 29th Avenue in order to make this road passable this spring. During the Council meeting of May 6th, the City also did receive a letter opposing any assessments to the project without the proper procedures for public input. In review of the request made by the residents of Weinandt Acres 1 st Addition, it would be very difficult to reconstruct 29th A venue and Maxine Lane for the construction season of 2003. In order for a project to commence, staff would need a petition from the residents or Council initiated approval for a feasibility study to be prepared. A feasibility study would prepared in a 6 to 8 week time frame, using a City consultant, and also obtaining soil investigation work to determine why this street has deteriorated and what reconstruction is needed to rebuild this roadway. After the feasibility study has been prepared, Council must accept this feasibility report and set the public hearing which usually requires an additional 30 days from the acceptance of the feasibility study. After a public hearing has been held, and if Council orders plans and specifications for this improvement project, plans and specifications would take approximately 6 to 8 weeks to complete. With this time line, bids could be received in approximately 6 months from now, which would place the construction time frame in October or November of 2003. A significant portion of the cost to reconstruct these streets would be from the City's tax levy and is not budgeted for 2003. City staff has included these streets for reconstruction in the 2004 Capital Improvement Program (CIP). Staff believes that this is the appropriate time frame for the City Council to be considering reconstruction of these streets. It is staff s intent to maintain the roadways as much as possible in 2003, and to recommend to City Council that these these streets be reconstructed in 2004. ALTERNATIVES: 1. Make a motion to receive the request from Weinandt Acres 1 st Addition residents on reconstructing the streets in the 2003 construction season and vote against the motion. 2. Approve a motion to proceed with the public improvement process for reconstructing the streets in Weinandt Acres 1 st Addition and vote for the motion. 3. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No.1, as staff believes that the time frame is such that placing these streets in the reconstruction projects for this year is not possible. It more likely that these streets could be considered for the 2004 construction season.
