SUBJECT: Consider Parking Control Signage for the
10th Avenue between Naumkeag and Shawmut Street
DATE: June 3, 2003
INTRODUCTION:
This item is for Council consideration to post additional "no parking" signage along 10th
Avenue between Naumkeag and Shawmut Street, as directed by City Council at the May 20,
2003 Council meeting.
BACKGROUND:
At the May 20, 2003 Council meeting, the City Council directed staff to investigate 10th
Avenue between Naumkeag and Shawmut Street in regard to site distance problems due to
the amount of parking of vehicles in this area, primarily due to the Russian Baptist Church.
At these intersections, 10th Avenue has a 30 M.P.H. speed limit.
Attached to the memo is staff s report on the site distance problem at this intersection. In
the City's Zoning Ordinance on Page 1343, the zoning code does have site triangles for
various street classifications in the City of Shakopee. At this intersection of a minor arterial
for a local street, the City Code requires a 30' x 30' site triangle as measured from the
extension of curb lines at the intersection. Also, staff did review this intersection in regard
to site distance to allow turning movements from Naumkeag Street onto 10th Avenue, as per
the Mn/DOT Road Design Manual. Staff has included the design sheets for the site
distance, based on Mn/Dot criteria and an extension of the current sight triangle. Drawings
showing the necessary site distances needed for the various speeds along 10th A venue are
provided.
Per City Code, Section 7.03, Parking and Traffic Control, this requires Council action for
any device, sign or signal to be erected or maintained for traffic or parking control, thus the
Council must approve the installation as such.
After reviewing the site distance triangle, the information from both City Code and
Mn/DOT Road Design Manual, it is recommended by staff that additional "no parking"

signage be placed along the east side of 10th Avenue, from 120 feet west of Naumkeag
Street west curb line to 70 feet east ofNaumkeag Street east curb line and 120 feet west of
Shawmut Street west curb line to 70 feet east of Shawmut Street east curb line. This would
provide additional site distance for a vehicle making a left turn from either Naumkeag or
Shawmut Street. Also, the Engineering Department would recommend that vehicles not
park closer than 30 feet from a stop sign on 11 th A venue, as required by City Code Section
9.02.
ALTERNATIVES:
1. Direct staff to install "no parking" signs from 120 feet west of Naumkeag Street
west curb line to 70 feet east ofNaumkeag Street east curb line and 120 feet west of
Shawmut Street west curb line to 70 feet east of Shawmut Street east curb line per
the triangle extension method.
2. Direct staff to install "no parking" signs from 305 feet west of Naumkeag Street
turning lane centerline to 155 feet east ofShawmut Street turning lane centerline per
the Mn/DoT Road Design Manual.
3. Direct staff to leave traffic signs as is.
4. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, to install "no parking" signs on 10th Avenue, from 120
feet west of Naumkeag Street west curb line to 70 feet east of Naumkeag Street east curb
line and 120 feet west of Shawmut Street west curb line to 70 feet east of Shawmut Street
east curb line.
ACTION REQUESTED:
Direct staff to install "no parking" signs from 120 feet west ofNaumkeag Street west curb
line to 70 feet east ofNaumkeag Street east curb line and 120 feet west of Shawmut Street
west curb line to 70 feet east of Shawmut Street east curb line, and as described in this
