INTRODUCTION
Staff request Council's approval to purchase play equipment for Pheasant Run Park from
Midwest Playscapes, Inc.
BACKGROUND
At the February 18, 2003, City Council Meeting, Council approved the hiring of Paul Kangas of
louckes Associates to develop plans for Pheasant Run Park. The Pheasant Run Neighborhood
Park Committee, the Parks and Recreation Advisory Board and the City Council have reviewed
and approved the plan. The Construction Phase of the project is divided into three steps. Step I
includes the purchase and of playground and auxiliary equipment. Step \I includes grading,
landscaping (tree planting) and installation of sidewalk and retaining walls. Step "' involves the
installation of the play equipment by volunteers.
On May 22, 2003, the Pheasant Run Neighborhood Park Committee met to interview three
playground venders (Step I). The selection criteria was based on the following:
1. Is the playground equipment is designed for children ages 2-11?
2. Are the costs within the budgeted amount of $49,000, including materials, installation,
shipping and sales tax?
3. Is it a creative plan (the equipment)?
4. Does the plan include the play components requested by the Committee?
5. Is all, or most, of the equipment handicap accessible (ADA)?
After two hours of presentations and 45 minutes of discussion, the Neighborhood Selection
Committee recommended the City purchase play equipment from Midwest Playscapes, Inc.
(Playworld Play Systems). The unsuccessful proposals included Earl F. Anderson (landscape
Structures) and Flanagan Sales, Inc. None of the proposals exceeded $49,000. Shipment of the
equipment takes about 5 weeks.

Move to authorize staff to purchase of new playground equipment from Midwest Playscapes, Inc.
at a cost not to exceed $49,065.62 with funding allocation fro the Park R fV, Fund.
