City of Shakopee Is-.A.J~
Memorandum
TO: Mayor & City Council
Mark McNeill, City Administrator
FROM: Tracy Schaefer, Assistant to the City Administrator
Kim Henke, IT Coordinator
Jerry Poole, Deputy Police Chief
SUBJECT: New Police Department Building Cabling
DATE: June 3, 2003
Introduction
Cabling is required in the new police department building for all its telecommunications
and computer needs. City Council has been made aware of this need in the May 6
Council activity report.
Background
Staffhas received two state bid quotes from cabling companies to install the cabling
system at the new police department building. The main function of the cabling system
will be to support the new phone and computer systems. Since the City has installed the
INET, it is important to install high grade cabling, Category 6, to ensure the highest
performance. Category 6 cabling will allow the Police Department to move forward as
new technologies are developed.
Cabling was not included as part of the police department original proposal; however,
monies were allocated in the contingency fund to pay for such cabling. This was done, in
advance, to allow staff the flexibility to select the latest technology available.
After reviewing the two bids, staffhas selected FS Technology Group to install the new
cabling system. The Shakopee School District has also contracted with FS Technology
with great success. Since FS Technology has worked with the School District, they are
also familiar with the City's INET, which is critical to police department technical
operations. Regardless ofINET operation, this equipment and cabling is necessary.
Budget Impact
FS Technology Group is an authorized state bid contractor, thus has been previously
approved by the state for municipal contracting. The overall bid price includes labor and
materials. Materials to complete this project range from the cabling to termination
equipment.
Labor and materials should not exceed $35,000. These funds will be taken from the
police department building contingency fund, which currently has a balance of over
$300,000.

Alternatives
Other than Category 6 cabling, Category 3 is also available to the City; however, city
staff has reservations on its future capacity.
Category 3 is unable to meet our current technology needs, since the City is moving
forward with its INET and V oice/IP phone systems. Although it is cheaper than
Category 6, it will not be supported in the near future, thus forcing the city to recable the
police department. The cost to recable is significantly more expensive after the
completion of the police department building.
Action
Direct appropriate city officials to enter into a contract awarding the police building
cabling work to FS Tech, for the amount of $34,544.30 from the police department
contingency fund.
