Subject: New Play Equipment for Pheasant Run Park

INTRODUCTION
Staff requests Council's approval to hire Mom's Landscaping and Design, LLC for landscaping
and concrete installation at Pheasant Run Park.
BACKGROUND
At the June 3, 2003, City Council Meeting, Council approved the purchase of playground
equipment and materials for Pheasant Run Park from Midwest Playscapes, Inc. The cost of the
playground equipment, benches, tables and surface area amounted to $49,065.62.
The next step of the process is to grade the site, establish turf, install concrete sidewalks,
retaining walls and pads and add trees and shrub plantings. The park planner estimated the cost
for this phase of the project would be about $30,000. In anticipation of those costs, the City
Council agreed to increase the budget for the Pheasant Run Project from $70,000 to $85,000.
Request For Proposals were sent out to three companies. Of the three, only two submitted
proposals. With everything being about equal (grading, turf establishment, trees and
landscaping), the contractors were asked to submit proposals that included using poured
concrete for the retaining walls and patio areas and modular blocks and pavers as a second
alternative. The table below shows the total pricina packaae for grading, turf establishment,

You will notice Tim's Landscaping, Inc. has a lower quote using modular blocks and pavers but
higher with poured concrete. Conversely, Mom's Landscaping & Design, LLC. has a lower quote
using poured concrete but higher with modular blocks and pavers. The park planner, Paul
Kangas, recommends using the poured concrete method because of its durability and resistance
to vandalism. Staff concurs with Mr. Kangas' recommendation and recommends assigning the
work to Mom's Landscape & Design, LLC.
BUDGET IMPACT
Council has approved a budget amount of $85,000 based on the estimates ($49,000 for play
equipment and $30,000 for site work). The lowest submitted proposal for the site work exceeds
$30,000. Therefore, in order to proceed with the site work Council must approve an additional
$15,000. That would bring the total cost of the project to $100,000. Staff recommends adding
$2000 to cover the cost of a supervisor to assist the volunteers in the assembling of equipment
and rental of certain equipment.
Can the City's Public Works Crew do some of the work to reduce the costs?
Yes, however, the PWD is finishing up two other playground projects from last fall and won't have
the time to work on this project until this coming fall. Organizers of the volunteers have tentatively
scheduled Saturday, July 19, 2003 to erect the play equipment. About 25 volunteers have made
the commitment to keep that weekend open. The playground equipment is due to arrive for
installation by the second week of July. Grading and concrete work needs to be done before the
equipment is installed.
ALTERNATIVES
1. Authorize the appropriate City officials to enter into agreement with Mom's Landscaping
and Design, LLC. to do all site work using the poured concrete materials for Pheasant
Run Park.
2. Authorize the appropriate City officials to enter into agreement with Tim's Landscaping,
Inc. to do all site work using modular blocks and pavers for Pheasant Run Park.

Staff is requesting two motions.
Move to approve the increase of funding for Pheasant Run Park Project from $85,000.00 to
$102,000.00 with funding allocation from the Park Reserve Fund.
Move to authorize appropriate City officials to enter into agreement with Mom's Landscaping and
Design, LLC. to do all site work using the poured concrete materials for Pheasant Run Park with
funding allocation from the Park Reserve Fund not to exceed $ , 225.00. 4
