CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Police Building Plaque DATE: June 25, 2003 INTRODUCTION: The Council is asked to give direction on the wording for dedication plaques for both the new library building, and police station. BACKGROUND: BKV, architects for the projects, included in the contract specifications for each building a cast aluminum plaque. The verb age for the two plaques as suggested by the architect is as attached in Exhibits A & B. The Council should first decide whether plaques should be manufactured at all. If there is no desire, a credit might be able to be negotiated with both contractors. As with most projects of this size, some of the actual work preceded that of the current City Council. This is especially true in these buildings, as no referendum was used; instead, funding has been provided through the creation and funding of a "Building Fund", by the current and recent City Councils. One suggestion to recognize this multiple-Council effort would be to include members ofthe former City Councils who were integral in planning and providing for both of these projects. Therefore, instead of plaques containing the names of only the current Mayor and City Council, possible language might include the elected officials on the Council during the funding, planning, and construction phases ofthe project. They are listed on Exhibit C and D. DISCUSSION: Including all former elected officials who were involved in the planning and preparation ofthese projects could be done by the language listed above. Note that I have suggested adding Councilor DuBois for the library, who, in 1997, suggested that money be set-aside for the express purpose of providing for a new library. The next year, that fund extended to other needed building projects, and became the Building Fund. Councilor DuBois is the only Councilmember other than those listed on the Police plaque that was also on the Council since the establishment of the Building Fund. Regarding staff, the architect has listed only the City Administrator position. Note that other possible staff for consideration should be Police Chief Dan Hughes for the Police Building. Council may also wish to consider that Deputy Chief Jerry Poole served as Project Manager for the Police building, and Assistant to the City Administrator Tracy Schaefer has been Project Manager for the Library building. An alternative would be to omit all City staff references. Finally, it might also be appropriate on the public library plaque, to note the library relationship between the City and County. Suggested language is on Exhibit D. Regardless of the language chosen, the heading on the plaques should contain the City logo as shown on Exhibits A and B These buildings are anticipated to be dedicated in early October, 2003. So that sufficient time is allowed for fabrication of the plaques, a decision should be made by mid-July. ALTERNATIVES: The Council should make the following decisions: 1. Plaques, or no plaques 2. Current elected officials only, or the expanded list as suggested. 3. Include staff, and if so, which? 4. Include County reference for the Library plaque? RECOMMENDATION: I recommend the language listed in Exhibits C & D.
