Derby Days Street/Parking Lot Closings ~ \') Fb ~ re.VlSe,d} CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Derby Days Street/Parking Lot Closings DATE: June 27,2003 INTRODUCTION: The Council is asked to approve a request from the Derby Days Committee regarding street and parking lot closures. BACKGROUND: Derby Days will be held this year from Thursday, July 31 st - Sunday, August 3rd. Events similar to those in previous years, including the Taste of Shakopee on Thursday, beer tent and dance on Friday will be held. As was the case in 2002, the parade route will again be on 10th A venue, and will set up in the town Square Mall parking lot. A kiddie parade will be held on 3rd Avenue from Atwood to Lewis on Saturday. Derby Days President Jack McGovern has submitted a letter showing the requested street closures, parking lot closures, and other restrictions. The Derby Days Committee has advised, or will advise the major users of the parking lots of the times for closure. If funding permits, fireworks will be displayed near the High School, beginning at 9:30 PM or Sunday, August 3rd. One change being recommended by staff is that Derby Days and downtown merchants abide by street closures on Holmes Street, so that they are the same this year as has been approved in previous years. Mr. McGovern informs me that barricades which have been requested and approved in previous years, and set up along the south line of First Avenue extended across Holmes Street, have been moved by area merchants, to permit vehicular traffic on to Homes Street from the CR 69 "off ramp". Shakopee Police Officers have noted that this leads to a dangerous conflict between pedestrians attending sidewalk sales and those vehicles. Rather than have Holmes Street area merchants deal \vith this issue separately from Derby Days, thus requiring separate requests, insurance questions and the like, aU merchants be instructed to abide by the decision made by the Council. Staff recommends that tho barricades again be placed across Holmes (thus leaving Holmes between the .', , '--.~ south line of First l\.Yeffile, south to the north line of the east '.vest alley in the middle of the blode accessible to pedestrian traffic only. If that is approyed by Council, the Police Department will be instructed to ticket any individuals mOT ling those barricades. This is critical for the safety of Derby Days participants. Since this memo was written last week. I have had contact with a Holmes Street merchant. He has significant concerns about the closure of Holmes Street on Friday and Saturdav of the Derbv Days weekend. In exchange for his agreement to keep his sidewalk sale event out of the street. and to allow enough space on the sidewalk to accommodate both shoppers and passers-by. I can recommend no closure of Holmes Street for Friday and Saturdav. (Holmes Street and the off-ramp from CR 69 will be closed for the Taste of Shakopee on Thursdav). The merchant also expressed concerns about the speed of traffic from the off-ramp. and a desire for advisory "slow" signs during Derbv Days. We will look at the need for more traffic signage at that intersection in the future; advisory signage is not a solution in and by itself. Mr. McGovern will be in attendance at the July 1 st meeting to answer any questions. RECOMMENDATION: We recommend that the following traffic and parking related lot or street closures be approved, subject to any modifications recommended by the Police Department: 1. Parking lot and Second A venue north ofthe railroad tracks between Sommerville Street and Lewis Street from Wednesday, July 30th at 5:00 PM until noon on Sunday, August 3rd. 2. Parking lot between Lewis and Holmes Street, from Noon Thursday, July 31 S\ to Midnight Saturday, August 2nd (for inflatable kiddie rides). 3. Lewis Street from First to Second Avenues. from 8 AM to 8 PM. Thursdat Julv 31 through Saturdav. August 2nd. (Sidewalk sales). 4. JM AT/enue Scott Street from Scott to Atwood Streets 2nd to 3rd Avenues on Saturday, August 2nd, from Noon until 3:00 PM. ACTION REQUIRED: If the Council concurs, it should, by motion, approve the listed parking and traffic related issues relating to Derby Days, July 30th to August 3rd. This year will be no exception. We do, however, have some changes we are going to implement in the street closings. We will still utilize both parking lots, we will close First A venue from Holmes to Sommerville Street on Thursday, from 1:00 P.M. to 9:00 P.M. for the Taste of Shako pee and close Lewis Street from Jrd A venue to 1 st A venue and the alleys from Real Gem parking lot to Lewis and alley from Lewis to Sommerville and Second A venue from Lewis to Sommerville. Because of some problems we encountered in years past, we will no longer be closing the 69 access to First A venue or Holmes Street, nor will we be requesting to the council that this area be considered as part of the Derby Days responsibility. Because of the disrespect we have experienced, we feel that there are some people who don't share our ideas of safety and we can't afford to take the chance of someone getting hurt because of barricades being moved. Thus this will put the ball in your hands to get the 0 K from the City to have your sales and also take the necessary steps to satisfy the City of Shako pee's insurance rules. We are sorry it has come to this but our committee is not that large and we feel our time and effort could be better spent elsewhere. Myself and the committee would appreciate your cooperation on the closing that we are going ahead with, also we ask if you have deliveries on the dates of Derby Days, if at all possible could they be rescheduled or be delivered off of First A venue. to help cut "- down confusion, Thank you for your cooperation, any questions contact Jack McGovern,4455791. Derby Days is July 31 st to August 3rd this year. The council meeting is tentatively planned for July 1 8t, 2003. This area will also be closed for food vendors until noon on Sunday the 3rd. 2. Request closing of parking lot between Lewis and Holmes Street (by Pablos) at 1:00 PM July 31st to August 3rd for carnival rides. 3. Request closing of Lewis Street north of 3rd and Holmes Street north of the alley, leaving access to parking lot via Holmes St on Thursday, July 31st to Saturday, August 2nd for sidewalk sales and crafters. 4 Request closing of 3rd A venue August 2nd from Atwood Street to Lewis Street from 9:00 until approximately 11 :00 for Kiddie Parade. Request closing of Scott Street from 2nd to 3rd, noon to 5:00 for fire fighters open house displays and water fights. Closing of Lewis Street from 4th Avenue to 2nd Avenue at about 2:00 PM for the Soap Box Derby Races on Saturday. 5.
