INTRODUCTION:
The Council is asked to approve a change in the job description for firefighters, which
reflects a change in response time.
BACKGROUND:
Shakopee Fire is in the process of hiring four (4) additional firefighters to be full force.
Right now candidates must reside no further than four (4) miles from the closest fire
station and work within ten (10) minutes ofthe fire stations. The four (4) mile radius
creates problems for newer developments in Shakopee. For example, Southbridge
addition is six (6) miles from Oxford Road south, to Station 51. To recruit firefighters in
this area the job description has be extended from four (4) miles, to six (6) miles.
The current job description for working out of town is sever (7) miles, or ten (10) minutes
from their job to the closest fire station. With development and traffic changes, it is
difficult to respond in ten (10) minutes. To recruit firefighters who work out of town but
are still willing to respond to calls, the job description has to be changed to ten (10) miles
or fifteen (15) minutes to the closest fire station.
DISCUSSION:
The last few times Shakopee fire did hiring it was difficult to fund qualified candidates
who could comply with the response time limitations to fill the openings because of the
job description. I feel these changes in the job description will enable more recruits to
qualify for the chance to join the fire department.
ACTION REQUESTED:
If the City Council concurs, they should, by motion, approve the residence response time
changes in the job description for firefighters.

ESSENTIAL DUTIES INCLUDE:
· Selects, drags, lifts, and carries hose and nozzle depending on type of fire. · Positions and climbs
ladders to assist in removing individuals. · Creates openings in buildings or vehicles. · Administers first
aid and CPR. · Communicates using portable two-way radio. · Wears appropriate protective clothing and
equipment. · Performs other related duties as required or assigned.
MINIMUM QUALIFICATIONS:
The firefighter shalt~ within a .six-mile radius of a Shakopee fire station and live within the Shakopee
fire district (Louisville & Jackson Townships, and Shakopee City limits). The firefighter shall have the
ability to respond within fifteen minutes of the initial fire call. One must possess a valid class D driver's
liCense and be at least 18 years of age at time of application. Must also be available to attend Monday
night meetings and trainings. Preference given for the ability to answer fire calls on weekdays between 8
a.m. and 3 p.m.

SUMMARY
Responds to fire alarms and other emergency calls and extinguishes or controls fires as a member of a team under the supervision
of an officer or firefighters in charge.
DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Selects, drags, lifts and carries hose and nozzle, depending on type of fire, and correctly applies a stream of water or chemicals
onto the fire.
Positions and climbs ladders to gain access to upper levels of buildings or to assist in removing individuals from burning
structures.
Creates openings in buildings for ventilation or entrance, using ax, chisel, crowbar, power saw, or other power equipment used by
the fire department.
Protects property from water and smoke damage by use of positive pressure ventilation, waterproof salvage covers, and smoke
ejectors.
Administers first aid and CPR to injured persons and those overcome by fire and smoke.
Communicates during fire scene operations, using portable two-way radio.
Wears appropriate protective clothing and equipment to include self-contained breathing apparatus (SCBA) depending on
potential hazard exposure.
RELATIONSIDPS
Must be able to work as a team member under stress caused by emergencies, danger, or criticism and must be able to work fast
while concentrating.
EDUCATION
High school diploma or general education degree (GED) is desirable. Post secondary or technical college courses in firefighting is
desirable.
REASONING ABILITY
Must be able to interpret instructions and use logic to solve problems.
PHYSICAL REQUIREMENTS
Vision: normal vision needed with or without correctioh. Requires both near and far acuity.
Hearing: Normal hearing needed. To do this work the fire fighter must discriminate among similar sounds in environments with a
great deal of background noise.
Lifting: The fire fighter may be required to lift 100 pounds of more.
Walking and/or Mobility: Must be able to walk or crawl while carrying or lifting. Must be able to ascend and descend stairs or
ladders. Must be able to balance and steady oneself from falling while maintaining various positions. Must be capable of
reaching (extend the hands or arms in any direction); handling (seizing, holding, grasping, turning or otherwise working with the
hands); fingering (picking, pinching, or otherwise working with the fingers); and feeling (perceiving attributes or objects such as
size, shape, temperature, or texture by means of receptors in skin, particularly those of the fingertips). Must be capable of
applying a leg lock with either leg upon a ground ladder to provide a safe anchor when operating hose lines or performing rescue
work.
WORK ENVIRONMENT
The fire fighter works both inside where there may be protection from weather conditions and outside where there may be no
effective protection from the weather. The fire fighter may work in extreme cold where the temperature is sufficiently low to
cause marked bodily discomfort and variations in temperature which accompany extreme cold and are sufficiently marked and
abrupt to cause a marked bodily reaction. They may also be required to work in extreme heat where temperatures are sufficiently
high to cause marked bodily discomfort and variations in temperature which accompany extreme heat and are sufficiently marked
and abrupt to cause marked bodily reaction. The fire fighter will encounter wet conditions and high humidity where atmospheric
conditions have a moisture content sufficiently high to cause marked bodily discomfort. The fire fighter will frequently encounter
noise and/or vibration exceeding 80 decibels, constant or intermittent, to cause marked distraction or possible hearing loss. The
fire fighter will also encounter a variety of physical hazards such as proximity to moving mechanical parts, electrical shock,
working on high places, exposure to bums and radiant energy, and exposure to explosives, toxic chemicals and biological agents.
OTHER REQUIREMENTS
The fire fighter will be required to pass a physical exam before becoming a member. Within the fire fighters first year, he/she
shall complete a certified Fire fighter I course, and a 40 hour First Responder Class including CPR training. The applicant shall
be a nonsmoker or have the ability to quit within 1 year from date of employment. The fire fighter shall live within a four (4) mile
radius of the fire station (or any proposed fire station) and be within the Shakopee, Louisville Township, Jackson Township Fire
District. The fire fighter shall work within a seven (7) mile radius of the fire station (or any proposed fire station) and have the
ability to respond within 10 minutes of the initial call.
