INTRODUCTION:
The Council is asked to consider approving Egan-McKay Electrical Contractors, Inc., to
perform the installation of the City's Emergency Vehicle Preemption System (EVPS).
BACKGROUND:
EVPS allows emergency vehicles with emitters to control EVPS equipped intersections,
allowing emergency vehicles to pass through intersections safely and unimpeded by other
vehicle traffic. In essence, it allows the emergency vehicle to have a green light.
Shakopee's Fire and Police vehicles have been equipped with these emitters and are
currently using them at intersections that are equipped with the EVPS.
In November 2000, the Council authorized the purchase of equipment for EVPS. The
equipment has been delivered and is in storage.
January 2001, the Council authorized the appropriate city officials to enter into an
agreement with WSB for the installation design of the EVPS, and obtain quotes for the
actual installation.
In November 2001, the Council authorized Collins Electrical Systems, Inc., dba ColliSys,
New Hope, Minnesota, to perform the installation system for the following intersections
within the City of Shakopee:
1. CSAH 17 at 10th Ave.
2. CSAH at CSAH 16.
3. CSAH 17 at 4th Ave.
4. CSAH 17 at CSAH 101.
5. Fuller Street at CSAH 69.

Emergency Vehicle Preemption System
Since that time, Collins Electrical Systems has been unable to meet the City's needs to
install these important safety systems. WSB's consulting engineer, Chuck Rickart, has
previously sent a notice which terminates our relationship with Collins Electrical
Systems.
To date the City has paid Collins Electrical Systems $14,868 which is 70% of the
contract amount of$21,240. This leaves $6,372 to complete the installation.
January 2002, the Council authorized the appropriate city officials to enter into an
agreement with WSB for the installation design of EVPS, for five intersections that are
not equipped for EVPS and obtain quotes for installation. These intersections are:
6. CSAH 69 and CSAH 101
7. First Avenue and CSAH 101
8. CSAH 101 and CSAH 83
9. CSAH 101 and Valley Park Drive
10. CSAH 17 and CSAH 78
The design has been completed by WSB and requests for quotes were received from six
different companies for the installation of the equipment.
Quotes were received for this project on January 17, 2003. The quotes were checked for
mathematical accuracy and tabulated. The low bid was Egan-McKay Electrical
Contractors, Inc., New Hope, Minnesota, in the amount of $18,486.
The city has two options for completing the 200 I EVP systems.
1. New quotes for the completion of the EVP systems could be received. This
would require approximately one month to get a new contractor under
contract.
2. Include the completion of the EVP systems with the new contract with Egan-
McKay Electrical Contractors, Inc.
RECOMMDATION:
Staff recommends that Egan-McKay Electrical Contractors, Inc. continue the installation
of EVPS intersections listed above.
BUDGET IMP ACT:
The Fire Department has funds budgeted for this expense in their capital expenditure
budget.

If the Council concurs, they should, by motion, authorize Egan-McKay Electrical
Contractors, Inc., to install the EVPS for the above-listed intersections, in the amount of
$24,858.

Dear Mr. Lillehei:
This letter will serve as notification of termination for the 2001 Emergency Vehicle Preemption
(EVP) systems contract between Collins Electrical Systems, Inc. and the City of Shakopee.
On April 10, 2003, you and I met on site and reviewed each intersection and determined exactly
what was required to complete the installation of the EVP systems. At that time, you indicated
that you would schedule your work forces and order any additional equipment needed for this
completion. Since that time, I have made repeated phone calls to you requesting a status of the
project without any return call. Since I have not received any returned phone calls and the fact
that the City wishes to complete this project in a timely fashion, the City has chose to terminate
your contract and contract with another electrical contractor for its completion.
To date, the City has paid approximately 70% of the contract amount totaling $14,868. The
original contract was for $21,240. This amount paid will be considered payment in full for the
amount of work completed. The remainder of the contract will be used for payment to a new
electrical contractor.

Quotes were received for the above-referenced project on January 17,2003. A total of
six (6) quotes were received. The quotes were checked for mathematical accuracy and
tabulated. Please find enclosed the tabulation indicating the low bidder as Egan-McKay
Electrical Contractors, Inc., New Hope, MN in the amount of$18,486.00.
We recommend that the City Council consider these quotes and award a contract to
Egan-McKay Electrical Contractors, Inc., based on the City's best interests.
