City of Shakopee Memorandum TO: Mayor & City Council CONSENT Mark McNeill, City Administrator FROM: Tracy Schaefer, Assistant to the City Administrator SUBJECT: Official City Flag MEETING DATE: June 17,2003 Introduction City Council is asked to give direction to city staff on the official city flag design. Background Last winter City Council directed city staff to research the costs to redesign certain elements ofthe existing city flag. After speaking to several different graphic artists, the task can be done; however, it will cost at least $1,500 to do that redesign. For a comparison, Scott County paid over $5,000 for their new flag design. Although the graphic artists were agreeable to do the work, the majority did so with caution and hesitation. They cautioned against changing a historic article. The concerns appeared to be centered on the fact that only portions of the flag were to be redesigned, while the main theme of the flag would remain unaffected. One graphic designer said it would be like "putting orange siding on part of a historic brick house." After the City Council meeting and a report in the Shakopee Valley News, numerous residents contacted city staff and the majority of the residents did not want to see the flag changed. Ms. Janet Strunk:, former city treasurer, wrote a letter and met with city staffto express her concerns that the city flag not be changed. The center of the flag is also the city seal that the city uses as its stamp on all official documents. Budget Impact It is estimated that it will cost no more than $1000 to produce up to seven city flags for display through the city. (The number of flags will depend on the size and material.) Recommendation With the additional costs and historic nature of the city flag, city staff does not recommend changing the flag. Staff also recommends the City Council authorize the purchase of up to seven copies ofthe flag for display throughout the city.
