CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Vierling Drive Improvements, from C.R. 15 to Orchard Park West, Project No. 2002-4 DATE: June 17,2003 INTRODUCTION: Attached is an extension agreement with WSB & Associates, Inc. to prepare the final design for the Vierling Drive improvement project, from c.R. 15 to Orchard Park West, Project No. 2002-4. BACKGROUND: On October 15, 2002, City Council approved Resolution No. 5796, a resolution ordering the improvement and the preparation of plans and specifications for improvements to Vierling Drive, from C.R. 15 to Orchard Park West. This project was being designed by City staff, with assistance from WSB & Associates, Inc., for the box culvert design survey and easement preparation. At this point, City staff has completed the preliminary design and is moving towards the final detail drafting design work to complete the plans for bidding and possible award of contract. City staff is also extremely busy at this time and cannot complete the plans in order to meet a July 1st deadline. It is being considered to bid the Vierling Drive Project with the extension of Valley View Road Project along the Greenfield Subdivision. Staff is recommending, due its workload and due the large number of permits and construction activity both in the office and in the field, WSB & Associates, Inc. be authorized to complete the final design in order to meet a July 1, 2003 approval of the plans for Vierling Drive, from c.R. 15 to Orchard Park West. Depending on State Aid approvals and Shakopee Public Utilities approval, the plan approval by Council may be delayed to July 15, 2003. ALTERNATIVES: 1. Authorize the appropriate City officials to execute an extension agreement with WSB & Associates, Inc. for design engineering services on this project. - . 2. Do not authorize the extension agreement with WSB & Associates, Inc. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, in order for the project plan preparation to be completed by July 1, 2003 for the Vierling Drive Improvement Project. Public Works Director/City Engineer City of Shakopee 129 Holmes Street Shakopee,~ 55379 Re: Contract Extension Agreement Vierling Drive - CSAH 15 to Orchard Park West Plat WSB Project No. 1452-02 Dear Mr. Loney: According to our agreement for professional services within the City of Shakopee, this contract extension agreement is written to provide you with a summary of our service and estimated cost for providing the final design for the above referenced proj ect. The following summarizes our proposed scope of services and estimated fees for this project. A. PROJECT APPROACH l. Final Design - Preparation of Plans and Specifications WSB & Associates, Inc. will prepare a set of detailed construction plans for this project in accordance with the feasibility study completed by City staff. It is our understanding that the City has completed a portion of the design, and that WSB will simply take the work that has been done to date, and finish the preparation of the plans and specs for bidding purposes. We will submit a set of95% plans to the City for review and comment, and make all redline changes upon receipt of the changes. At that time, the final plans will be prepared and presented to the City Council for authorization to bid the project. This project is a Municipal State Aid project, so the plans and specifications will be completed in accordance with state aid standards. The final construction will include the following plan sheets: . Typical sections and pavement details . Quantity tabulations . Roadway plan profiles . Other drawings as determined to be necessary WSB & Associates, Inc. has already been authorized to complete the design of the box culvert crossing over the Upper Valley Drainageway, and those plans will be incorporated into these final construction plans as well. 2. Permits WSB & Associates, Inc. will prepare for the City's signature all permit applications identifiable. The City will be responsible for the permit fees necessary for acquiring these permits. The following is a tentative list of known local, state, and federal permits that approval is required. Minnesota Department of Health - Watermain Scott County - Right-of-Way Permit MPCA - Erosion Control Municipal State Aid Approval Watershed Permits 3. Bid Administration Once the final plans and specs have been approved, and bidding authorized, WSB & Associates, Inc. will administer the bidding for this project. All plans and specs will be distributed by WSB and our project engineer will be available to answer questions from prospective bidders during the process. We will attend the bid opening and prepare a bid tabulation once all bids have been opened. Upon verification of the bids, a letter of recommendation will be submitted to the City Council for their consideration. 4. Construction Services This contract extension agreement does not include any construction services fees at this time. Once the construction contract has been awarded by the City ifthe City Council desires to use WSB for surveying and/or inspection, we can provide an estimate of our fees at that time, utilizing our current billing rates. SCHEDULE It is proposed to complete this project using the following schedule: Final Plans (95%) Submitted to City and State Aid for June 27,2003 Review and Comment City Council Approves Plans and Authorizes Bidding July 1, 2003 Comments Received Back from State Aid July 11, 2003 Final Plans Completed July 18, 2003 Bid Opening August 5,2003 Council A wards Contract August 6, 2003 C. PROPOSED FEE The proposed fee for our design services, as described in the above scope, is based on our 2003 rates. It also assumes that a large majority of the design has been completed by City staff. Until we actually review the work done by City staff, though, it is somewhat uncertain as to the exact amount oftime it will take to complete the plans to State Aid standards. These numbers should be considered a not-to-exceed cost and if, in fact, it takes a greater effort to complete the plans, we hope the City will work with us to adjust the contract fees accordingly. Final Design, Plans, and Specs $16,000 Preparing Permit Applications $500 Bid Administration $2,000 Total $18,500 It is our understanding that we have already been authorized to start work on this project, and we will work toward getting the final plans and specs to the City and MnlDOT by June 27, 2003. As indicated, we propose to complete this project on an hourly basis, with a not-to-exceed fee of$18,500. This letter represents our understanding of the project's scope.
