INTRODUCTION:
Attached is an extension agreement from Bonestroo, Rosene, Anderlik & Associates, Inc.
to provide engineering services to complete the Phase I design on the River District
interceptor replacement. Also, included in this memo, is an item that staff would like
Council direction on in regard to sanitary sewer services connecting to the River District
Trunk Sewer Line.
BACKGROUND:
On January 21,2003, City Council authorized staff to prepare plans and specifications for
the River District trunk sewer line, from Adams Street to 900 feet east of L-16, Project
No. 2003-1. Also included in that authorization was an extension agreement with WSB
& Associates, Inc. to assist staff, as necessary, in providing design engineering services
such as surveying and environmental engineering for obtaining permits with the Army
Corp of Engineers and the Department of Natural Resources.
Staff has completed the preliminary design and is waiting for final environmental
approval of the sewer work in this area before right-of-way acquisition can commence.
At this time of the 2003 construction season, there is not enough Engineering staff
available to complete the final design for this year. Staff believes that a consultant with
experience in major interceptor work along the river is the most prudent and appropriate
step to take in completing this project.
Recently, City Council did approve three consultants to be in the City's pool for
municipal consulting work and they are WSB & Associates, Bonestroo Rosene Anderlik
& Assoc., and BDM Consulting Engineers. Staff did consult with WSB & Associates
and Bonestroo Rosene Anderlik & Assoc. in regard to available staff and ability to
complete the work in a timely fashion and previous experience in dealing with river
interceptor projects. After the interviews, staff is recommending that Bonestroo Rosene
Anderlik & Assoc. be authorized to complete the final design, as they have extensive
experience in major interceptor work with the Metropolitan Council and other Cities and
do specialize in difficult interceptor work. WSB & Associates, Inc. would be doing the
land acquisition, easement preparation, as well as the environmental engineering, in
obtaining permits and would work in conjunction with Bonestroo Rosene Anderlik &
Assoc. to complete the project.
Attached is Bonestroo Rosene Anderlik & Associate's proposal to do the work at an
estimated fee of $83,500.00 and a fee not-to-exceed $91,000.00. This proposed cost
includes $8,500.00 for additional soil investigation work and coordination with WSB & .
Assoc. for easement preparation, recording, and services relating to wetland delineation
and design surveys. One of the other items in Bonestroo Rosene Anderlik & Associate's
proposal is to proceed immediately to complete the final design in order to get a contract
awarded yet this year and begin construction in the fall and over the winter.
The second item associated with this project is policy direction from City Council on the
replacement of sanitary sewer services in the River District Sewer Project. Upon
preparation of preliminary design, staff did televise the sewer line to detennine the
condition and if any sewer services were connected to the sewer pipe, as previously
suspected. Staff has determined that nine services are connected to the river district line
and could be a major source of infiltration of river water during flooding.
The City's policy on sanitary sewer service lines is if the sewer line is defective and
needs replacement, the service line is assessed to the benefiting property owner. In this
particular case, the river district sewer line is being replaced because of high inflow and
infiltration of the sewer line. Staff may not be able to determine if the service lines are
defective. The additional costs to replace these service lines is estimated at $50,000.00.
Staff believes that this cost should be paid for by the City's Sanitary Sewer Enterprise
Fund. The reason for this is that the replacement of the sanitary sewer service lines with
a higher quality material would provide a higher grade system in preventing infiltration
of river water during flooding.
The policy question for City Council is to include the replacement of service lines to the
river district line as part of the river district project, and not assess the replacement of
these lines, or to assess these lines to the benefiting property owners.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute an extension agreement with
Bonestroo Rosene Anderlik & Associates to provide engineering services for
designing the river district interceptor, Project No. 2003-1.
2. Do not authorize an extension agreement with Bonestroo Rosene Anderlik &
Associates and provide staff direction on completing the design.
3. Provide direction on replacing sanitary sewer service lines associated with the
replacement of the river district trunk sewer line.
4. Table for a specific reason.
RECOMMENDATION:
Staff recommends Alternative No. 1 and No.3, to execute an extension agreement with
Bonestroo Rosene Anderlik & Associates, to complete the design of Phase I of the River
District Trunk Sewer Replacement Project, in conjunction with WSB & Associates in
order to construct the project yet this year. Staff believes that the bid prices are very
favorable for the City based on the bidding climate from other bids in the metropolitan
area. Staff also recommends that Council provide direction in regard to the sanitary
sewer service lines, and whether or not the sewer lines should be assessed or made part of
the River District Sewer Project and paid out of the Sanitary Sewer Enterprise Fund.
Staff s recommendation is for the City to pay these costs as part of the trunk sewer
replacement.
ACTION REQUESTED:
Authorize the appropriate City officials to execute an extension agreement with
Bonestroo Rosene Anderlik & Associates in providing final design engineering services
for the River District Sewer Line, Project No. 2003-1.
Provide staff direction in regard to the sanitary sewer service lines and whether or not
these lines should be assessed to the benefiting property owners, or made part of the
overall costs of the trunk sewer line replacement.

Dear Mr. Loney:
According to our Agreement for Professional Services with the City of Shako pee and Section I-C-2
(Major Projects), this extension agreement is written to provide you with an estimate of cost for
engineering services for the above-referenced project. We are proposing to complete the work as
detailed on the attached Work Plan Exhibit A.
The attached Work Plan describes the approach and tasks proposed to be completed by Bonestroo,
Rosene, Anderlik, and Associates, Inc. (Bonestroo). It should be noted that the Work Plan includes
engineering design for the replacement sanitary sewer interceptor, sanitary sewer lateral
connections, replacement of sanitary sewer services for homes and businesses fronting on Bluff
Avenue, replacement and rerouting of storm sewer outfalls, reconstruction of the Minnesota
Department of Natural Resources trail and miscellaneous restoration.
We propose to conduct the work on an hourly basis with an estimated fee of$83,500 and a fee not-
to.-exceed of$91,000. Both of these fees include an $8,500 allowance for soils work. We will
review our progress monthly and will not exceed this amount without your prior approval.
The services for easement preparation, acquisition, and recording will be provided by others; as will
services related to permitting, wetland delineation, and design surveys. Bonestroo's coordination
with the firm or firms providing these services is included in our costs identified herein.
It is proposed that all work under this extension agreement will be considered complete after the bid
tabulation and letter of recommendation for award have been prepared by Bonestroo and submitted
to the City.
Weare available to begin work plan as soon as authorized by the City, and we anticipate
completing the project according to the following schedule, assuming that we receive the notice to
proceed on June 18,2003.

We would propose to complete the project according to a tentative schedule* noted as follows:

Receive Plans and Specifications / Order Ad for Bids August 19
Open Bids September 12
A ward Contract September 16

*This schedule assumes that no unforeseen issues arise.
The City of Shakopee agrees to reimburse Bonestroo for these services in accordance with Section
IV of the Agreement for Professional Services. If this extension agreement meets with your

Phase 1- West River Interceptor Replacement

WORK PLAN
. Project Management - This task includes planning and coordination of all work tasks,
establishment and monitoring of budgets, and correspondence with the City of Shako pee on a
periodic basis. The project manager will provide technical direction on all aspects of the
project, review all work products, and prepare monthly progress reports. The project manager
will serve a primary role in the many design considerations.
. Data Collection - Available data will be collected from the City, Scott County, MNDNR,
COE, private utility companies, and adjacent property owners as necessary, to prepare the
construction documents.
. Soils Report - Bonestroo will sub-contract with American Engineering Testing (AET) for the
soils report. AET will drill standard penetration test borings, conduct laboratory testing, and
provide recommendations for pipe support, excavation, and backfill for all pipe installed on
this proj ect. They will also provide recommendations for restoration of the MND NR trail,
construction ofthe City's maintenance trail, and restoring the dike protecting the MCES Lift
Station L-16. An $8,500 allowance for the soil borings, laboratory testing, and soils report has
been included in Bonestroo's fee estimates. Bonestroo will invoice the City of Shakopee for
our actual cost with no mark-up for overhead or profit.
. Construction Plan I Bidding Documents - The construction plans / bidding documents phase
includes the bulk of our effort on the project. The activities associated with this phase and
included in the project fee are as follows:
Description Of The Project
At its westerly end, the Phase 1 - West River Interceptor Replacement project will begin under the
MTH 101 bridge. The ending point ofthe first phase project will be at the MCES Lift Station L-16,
which is located next to the Shakopee Valley RV Park (former Jellystone Park Campground)
buildings. The Phase 1 project is approximately 4,200 feet long.
Design Flow
Bonestroo will revisit the design flow projections in the City's Comprehensive Sewer Plan to
confirm the proper capacity and size of the replacement interceptor. Also, we will contact Rahr
Malting, the major user of the interceptor, to determine if they have any expansion plans that would
increase wastewater flow.

Interceptor Replacement
A portion of the replacement interceptor will be constructed adjacent to or beneath the MNDNR
trail. Although the westerly end ofthe interceptor alignment is fairly open, the eastern end ofthe
alignment is constrained by existing structures and other surface features. Bonestroo will evaluate
trench box construction and alternative trenchless technologies such as jacking or directional
drilling in the constricted areas. Grade control still remains an inherent problem with direction
drilling. Due to this problem and the minimal fall available for the replacement interceptor, it is
unlikely that directional drilling will be utilized as a trenchless construction technique however.
Weak organic soils are anticipated along the alignment. Bonestroo will evaluate subcutting and
granular backfill, both with and without geotextile to provide a stable foundation for the new pipe.
Fill associated with the maintenance trail is proposed along a portion of the alignment. Fill is also
proposed along the westerly end ofthe alignment in conjunction with the Huber Park
improvements. The pipe foundation must take this added weight into account to prevent future pipe
settlement.
The West River Interceptor is being replaced to exclude infiltration / inflow (III) during high river
stage (flood events). Bonestroo will evaluate the following types of pipe for the replacement
interceptor:
Hobas
Flowtite
Butt fusion welded HDPE
The Hobas and Flowtite have superior joints than those of reinforced concrete pipe (RCP). Because
ofthe superior joints, the Hobas and Flowtite pipes minimize the volume of III leaking through the
joints, as compared to Rep. Joints for the HDPE are eliminated by the butt fushion welding
process. Bonestroo will also evaluate lined reinforced concrete manholes, as well as, monolithic
fiberglass manholes to exclude even more III.
Continuous sanitary sewer service must be provided by the West River Interceptor. An obvious
goal ofthe project should be to keep the existing interceptor in operation until the replacement
interceptor can be placed in service. However, due to site constraints along the alignment,
particularly at the east end, it will likely be necessary to take portions of the existing interceptor out
of service to permit construction of the replacement interceptor. Bonestroo will evaluate the
required construction sequencing during design. Temporary pumping and temporary connections
between the two interceptors will be specified and detailed, as necessary.
Sanitary Sewer Laterals
Three, and possibly four, existing sanitary sewer laterals will be disconnected from the existing
interceptor and reconnected to the replacement interceptor. Bonestroo will research whether the
fourth lateral actually exists. Bonestroo will specify and detail how these disconnections and
reconnections are to be accomplished. It is likely that a portion of the III being carried by the
existing interceptor is entering the system through defects in the lateral sewers. Bonestroo will
evaluate the lower portion of each ofthe laterals to determine whether they should be replaced to
further exclude III. If a decision is made to replace the lower portions ofthe sanitary laterals,
Bonestroo will prepare the necessary specifications, drawings, and details.

Sanitary Sewer Services
The sanitary sewer services for eleven homes and businesses along Bluff Drive are connected
directly to the existing interceptor. Bonestroo will prepare specifications, drawings, and details for
disconnecting these services from the existing interceptor and reconnecting them to the replacement
interceptor. Also, these services may be the source of significant volumes of III. Bonestroo will
compare the elevation of the services to river stage during flood events. If the services are subject
to high water head during flood events, it would be beneficial to replace the services to exclude III.
If found to be beneficial to replace the services, Bonestroo will prepare specifications, drawings,
and details for the replacement services.
An alternative to connecting the services directly to the replacement interceptor would be to
construct a lateral sewer to collect flow from all of the services and introduce it into the replacement
interceptor at only one point.
Storm Sewer Outfalls
It is Bonestroo's understanding that the stormwater ponds shown in the Feasibility Report for River
District Trunk Sewer System Rehabilitation and on the City's preliminary drawings are not be
constructed. However, correction work for the storm sewer outfalls is to be included in this project.
The correction work is to include drop manholes and lowering the outfalls. The drop manholes will
serve to dissipate energy and protect from scour. Another effective means of dissipating energy
would be to lower the outfalls to beneath the normal pool elevation of the river. This should not be
done, however, in an area where the river is depositing sediment because ofthe potential for
plugging the end of the outfall.
In addition to the storm sewer outfall correction, other minor storm sewer work such as pond
dredging and culvert replacement is to be specified and designed.
Bonestroo will prepare drawings, specifications, and details for the storm sewer work.
MNDNR Trail
Construction of the replacement interceptor will require removal of a portion of the MNDNR trail.
Bonestroo will coordinate closure ofthe trail with the MNDNR and prepare the specifications and
details for the signing required to mark the trail closure.
Bonestroo will prepare specifications, drawings, and details for trail reconstruction following
installation ofthe replacement interceptor. Bonestroo will coordinate trail reconstruction with the
MNDNR.
City Maintenance Trail
An aggregate or bituminous surfaced maintenance trail is to be constructed over that portion of the
replacement interceptor that does not share a common alignment with the MNDNR trail. The
westerly end of the maintenance trail will terminate at the proposed parking lot to be constructed in
conjunction with the Huber Park improvements.
Bonestroo will prepare specifications, drawings, and details for the maintenance trail.

MCES Dike and Interceptor Connection
Bonestroo will coordinate reconstruction of the dike at Lift Station L-16 with the MCES, as well as,
coordinating the connection of the replacement interceptor to the existing underground piping on
the lift station site. Specifications, drawings, and details will be prepared for both of these items of
construction.
Easements
Drawings will be prepared showing the permanent and temporary easement areas that the contractor
may utilize during construction as part of the plan set. However, easement descriptions, acquisition,
and recording will be by others.
. Final Design - This phase will include the development of bidding documents as necessary to
facilitate construction, as well as receive the necessary agency approvals. Preparation of these
documents includes, but is not limited to, the following tasks:
- Existing utilities and removal plans
- Typical sections and pavement details
- General details and construction notes
- Erosion control/landscaping
- Construction staging and traffic control (including MNDNR trail)
- MNDNR trail plans
- Maintenance trail plans
- Interceptor plans
- Sanitary sewer lateral disconnection / reconnection plans
- Sanitary sewer service plans
- Storm sewer outfall plans
- Miscellaneous storm sewer work
- Restoration plans (includes MCES dike)
- Specifications
- Bonestroo will utilize the standard City of Shakopee specifications and details.
Project-specific items will be addressed in a special provisions section, as well as a
supplementary general condition section.
. Permits - All necessary permits will be acquired by others.
. Project Bidding - Upon approval ofthe bidding documents by the City, Bonestroo will deliver
the necessary number of plan sets to the City for distribution. Bonestroo will bill the City for
the expenses of the plan printing.
. Construction Staking - This will be addressed at the time the project is awarded.
. Construction Management / Observation - This will be addressed at the time the project is
awarded.
. Record Drawings - These will be completed on a cost-reimbursable basis upon completion of
the proj eet.
