INTRODUCTION:
BJ One LLC has requested that the 80 acre subject property be rezoned from Agricultural
Preservation (AG) to Urban Residential (R -IB) zone. As the Commission may recall, this property
was previously split by land use designations on the Comprehensive Land Use guide plan.
Approximately half of the property was guided for single family residential development and the
remainder guided for rural residential purposes. ill April, 2003, the Metropolitan Council approved
the request to reguide the entire property for single family residential development. The proposed
rezoning is consistent with the land use plan.
Attached is a location map of the subject site. Please refer to Sections 11.22 and 11.28 ofthe
City Code for the regulations of the AG and RIB zones.
The City's Comprehensive Plan sets basic policies to guide the development ofthe City, The
purpose of designating different areas for residential, commercial, and industrial land uses is to
promote the location of compatible land uses, as well as to prevent incompatible land uses from
being located in close proximity to one another. The Zoning Ordinance is one of the legal means by
which the City implements the Comprehensive Plan, Under Mirmesota statute, zoning is to
conform with a city's comprehensive plan.
