Subject: Chiller Compressor Replacement
INTRODUCTION
Compressor #2 in the Community Center's chiller has failed. City Council is asked to
authorize replacement from UHL Company, Inc., at a cost of $7,460.
BACKGROUND AND DISCUSSION
One of four compressors in the Community Center's chiller has failed. According to our
mechanical contractor, they suspect that the failure was due to an electrical problem,
given additional damage to a 75 amp contactor and supply wires. As understand, the
compressor basically burnt up.
In further discussion with UHL, they have told me that possible causes of the failure
include lightning or a power supply problem such as the loss of a phase or phase
reversal. In their estimate for the replacement work, they recommended installing 3-
phase power monitoring on this unit and other major mechanical units.
At this time, we are working with Shakopee Public Utilities and UHL Company to
investigate this further. As you may recall, we lost two compressors and a waterslide
pump in the summer of 2000, and now have experienced the loss of a second
compressor this summer. As UHL explained to me, if power is not being supplied in a
specified range, it can be detrimental on the equipment. Perhaps it is just coincidence,
but I hope to have more information within the next two weeks on whether or not power
supply issues may have contributed to this failure. Therefore, I would not recommend
installing the 3-phase power monitor until we have more information.
BUDGET IMPACT
Cost for installation of the replacement compressor from UHL Company, our vendor
under contract with the City for HVAC systems at the Community Center, is $7,460. We
will attempt to fund the expense from the 2003 Recreation Fund. In the event it is
necessary, the Recreation Fund has a fund balance from 2002 of approximately $79,000
that could be allocated at another time.
REQUESTED ACTION
Move to affirm the replacement of the chiller #2 compressor at a cost of $7,460 by UHL
Company Inc., and fund this replacement from the Recreation Fu d.
