SUBJECT: Approval of Plans and Specifications and Order Advertisement
For Bids on Valley View Road Improvements, from the
East Plat Line of Pheasant Run 6th Addition to the East Plat
Line of Greenfield, Project No. 2003-4

INTRODUCTION:
Attached is Resolution No. 5910, a resolution approving plans and specifications and
ordering advertisement for bids on Valley View Road Improvements, from the east plat
line of Pheasant Run 6th Addition to the east plat line of Greenfield, Project No. 2003-4.
BACKGROUND:
On May 6, 2003, City Council adopted Resolution No. 5886, a resolution ordering the
improvements and ~lans and specifications for Valley View Road, from the east plat line
of Pheasant Run 6t Addition to the east plat line of Greenfield. The feasibility report
was completed by WSB & Associates, Inc., after the City Council authorized the
preparation of the feasibility report on March 18, 2003.
Valley View Road is a collector street in the City's Transportation Plan. The
improvement project would be for the reconstruction of Valley View Road, from a gravel
road surface to a paved road surface, meeting the Transportation Plan with a 44 foot
width, sidewalk, trail, extension of utilities and storm sewer system for drainage
improvements.
The plans and specifications have been completed by WSB & Associates, Inc. with the
main plan improvements as follows:
. A 44 foot wide street pavement meeting a 9-ton State Aid collector street with
sidewalk and trail along the entire length of the roadway.
. Extension of utilities to serve property south of Valley View Road in the future.
. Storm sewer system to collect the storm drainage on Valley View Road to the
drainage system in Greenfield.
. Collector street lighting to be installed by SPUC.
. Extensive grading to lower Valley View Road from a rural roadway with ditches
to a curb & gutter urban roadway.
With this proposed improvement project, there will be extensive grading needed to lower
the roadway to meet an urban roadway design and to provide the proper pavement section
to meet a 9-ton standard. There will be excess excavation that will need to be exported
from the site and will be utilized with the Vierling Drive improvement project or will be
hauled to Huber Park. At this time the estimate for the amount of material available for
Vierling Drive and Huber Park improvements is 18,000 cubic yards.
The easement acquisition process is underway to obtain easements from the property
owners to the south that will be needed for extension of utilities and sidewalk. It is
anticipated that easement acquisition agreements can be reached before the project will
be awarded.
AL TERNA TIVES:
1. Adopt Resolution No. 5910, a resolution approving the plans and specifications
for Valley View Road, from the east plat line of Pheasant Run 6th Addition to the
east plat line of Greenfield.
2. Deny Resolution No. 5910.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, to adopt Resolution No. 5910, approving the plans
and specifications for Valley View Road, from the east plat line of Pheasant Run 6th
Addition to the east plat line of Greenfield, Project No. 2003-4.
ACTION REQUESTED:
1. Offer Resolution No. 5910, A Resolution Approving Plans and Specifications and
Ordering Advertisement for Bids for Valley View Road, from the East Plat Line
of Pheasant Run 6th Addition to the East Plat Line of Greenfield, Project No.
2003-4 and move its adoption.

Of Pheasant Run 6th Addition
To The East Plat Line Of Greenfield
Project No. 2003-4
WHEREAS, pursuant to Resolution No. 5886 adopted by City Council on May 6,2003,
Bruce Loney, Public Works Director has prepared plans and specifications for the instaIlation of
sanitary sewer, watermain, storm sewer, street reconstruction, bituminous paving, curb & gutter,
concrete sidewalk, bituminous trail, street lighting and all appurtenant work and has presented such
plans and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
of the City Engineer, are hereby approved.
2. The City Clerk shaIl prepare and cause to be inserted in the official paper and in the
Constmction BuIletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shaIl be published as required by
law.
