INTRODUCTION
I am writing on behalf of the Survey Citizen Task Force and the Parks and Recreation
Advisory Board to present the proposed survey questions and timeline. City Council is
asked to approve the survey questions and authorize the survey.
BACKGROUND AND DISCUSSION
Attached are the questions being proposed for the Parks and Recreation survey. As you
know, the Citizen Task Force and Parks and Recreation Advisory Board have been
working on developing this survey since earlier this spring.
The Task Force and Advisory Board have attempted to develop questions to learn more
about resident satisfaction with current services and facilities, as well as perceived need
and support for future enhancements. In addition, the survey attempts to identify the
level of importance for a variety of services and facilities in order to help determine
where the City should invest its resources.
As you review these questions, you will notice that they are categorized in this draft
document. When converted to the online survey, I anticipate that the questions will be
renumbered and the categories will disappear. I am relying on the expertise of Scott
County's staff to assist with this process. Also, the questions may appear somewhat
awkward in this printed format, which should diminish when converted to the online
version.
There will be a period when the survey will be "pre-tested" before it is released to the
public. During the "pre-test" period, a select group of respondents will be asked to take
the survey. Through their responses and follow-up discussion with the respondents, we
will try to find out of any of the questions were misleading or confusing. Depending on
the results of the pre-test, some of the questions may be modified before the survey is
released to the public.
Other items being finalized include setting up kiosks at City Hall, the Community Center,
and Scott County; confirming plans for printing and mailing the survey invitation letters;
building the database of addresses and manually entering the 9,000+ unique ID codes;
and developing the online information on the City's web site that will link to and launch
the survey on the County's server.

Survey Introduction
Welcome!
The Shakopee Citizen Survey Task Force, Parks and Recreation Advisory Board and City
Council are seeking your opinion about Parks and Recreation services that the City provides.
These services include parks, trails, natural areas, the Community Center/Ice Arena, the
Shakopee Aquatic Park, and recreation programs.
The City is dedicated to the idea of providing outstanding parks and recreation facilities, and is
continually working to maintain and improve all of these facilities. By responding to this survey,
you will help determine current and future priorities for the City.
Survey Instructions
Each household in the City has been issued a unique code that can be found at the top of your
survey invitation. This code will allow each household to complete the survey only once, so your
responses should be representative of your household. You will need to enter this code in the
space below.
You may start or stop the survey at any point, and your responses up to that point will be saved.
When you restart the survey, it will begin where you left off. (You will have to log in again if you
stop the survey.) You may also back up and change an answer at any time.
Finally, your response is important! All of the responses will remain strictly confidential - only
summaries of all the respondents will be reported.
The survey will take approximately 15 minutes to complete. To begin, please enter the unique

As the City develops, the City must decide what type of land to acquire for park facilities.
This occurs through the development review process. Please rank the following types of
parks in level of importance to you with 1 being not very important to 5 being very
important:

doorstep.

Due to the growth in Shakopee, the City may need to make improvements or expansions
to its current park and recreation facilities for the benefit of all it's citizens. Initially each
household could see a modest increase in taxes (see chart below) for the listed benefits.
However, due to the city's growth, each household would likely see their share, over
time, actually go down.
