F. s: CITY OF SHAKOPEE Memorandum CONSENT TO: Mayor and City Council Mark McNeill, City Administrator FROM: Tracy Schaefer, Assistant to the City Administrator SUBJECT: Library Change Order No.4 DATE: August 6, 2003 INTRODUCTION: The Council is asked to approve a contract in favor of Westra Construction Company, in the amount of$8,075 for Change Order #4. BACKGROUND: Attached is a recommendation from BKV Architects to approve Library Change Order #4 for the library project. The amount of Change Order #4 is $8,075, for which city code requirements have requested the largest dollar amount, $4,962 to make the necessary plumbing revisions. The other minimal amounts are due to nominal requests due to unforeseen field conditions for storm sewer layout and revisions for SPUC, software program for HV AC system, and foam for windows. The City Council was notified of proposal request #6, proposal request #21 and ASI #21 in November 2002 and ASI #17 in March 2003. The additional $681 for proposal request #23 has been recently added to change order #4. After reviewing the construction schedule, it appears that City Council will see at least one more change order, change order #5, for roughly $2,000. Since the project is not completed, staff can not guarantee there will be no more than change order #5, but feels confident that the contingency fund is healthy and can support such change orders. BUDGET IMPACT: If City Council concurs with staff s recommendations, the budget impact of Change Order #4 is $8,075 bringing the current library change order total to $107,983.82. This leaves the available contingency amount at $233,799. The contingency fund started with $410,971. RECOMMENDATION: I recommend that Change Order #4 be approved. ACTION REQUIRED: If the Council concurs, it should, by motion, authorize the appropriate City officials to execute Change Order No.4 3 in favor of Westra Construction Company in the amount of$8,075. This is an optional pricing of computer software program which will allow HV AC system to automatically adjust itself (or be manually reset to accommodate a large group of people occupying any of the meeting rooms). The mechanical people say that the pay back on this type of system is usually relatively short - 2-5 years. It seems to me to be a responsible thing to include now. Do you have questions or concerns on this? Otherwise, I will have BKV go ahead and process this. IW Mark McNeill City Administrator MM:th City of Shakopee Memorandum TO: Councilor Cletus Link Mark McNeill, City Administrator FROM: Tracy Schaefer, Assistant to the City Administrator SUBJECT: Library Construction Update - Change Order #4 MEETING DATE: November 20, 2002 Library construction schedule is slightly ahead of its proposed schedule, and the building is over 30% complete. Change order #4 will come to the City Council's attention in the upcoming weeks. The change order will address plumbing revisions due to adjustments that are needed to meet city code and storm and sanitary sewer line provisions that have been requested by the city and state agencies. Proposal Request #22, should result in the city breaking even or potentially a credit. Of the 7 items on change order #4, only proposal request #6 and proposal request #21 may result in increased costs. To date, the costs are unknown, but I wanted to pass this information onto you know, so we can begin the discussion and look at alternatives. Attached is a copy of change order #4 for your review. Background In November, I had sent you information regarding change order #4; however, it did not have some of the pricing information from PR #6. After discussing the HV AC and mechanical issues with Jon Rall, BKV, we agreed that $4,962.00 would be an appropriate and fair amount. It was planned to go over this information with you at the past two Wednesday construction meetings; however, due to unfortunate circumstances those meetings were cancelled. I want your input and feedback on this issue before it is brought forward to the City Council, so I have attached the details and correspondence on this issue.
