SUBJECT: Sergeants Union 2003 Pay Adjustment

INTRODUCTION:
The Council is asked to set compensation for members of the Police Sergeants Union for
2003.
BACKGROUND:
The Police Sergeants Union contains language which sets the percentage increase for
union members as the average percentage cost ofliving increase for police supervisors
for Stanton Group VI cities (10,000 - 25,000 population), who settle by July 1st of each
year. That settlement is then retroactive to January 1 st.
As of July 1 st, sixteen cities in the Stanton Group VI had settled. By my calculation, the
average settlement was 3.23%. At this time, I recommend that that amount of increase be
approved by the City Council.
BUDGET IMPACT:
While the settlement is slightly above the 3% which was provided in the FY03 budget for
wage adjustments, sufficient funding exists within the police budget to accommodate the
extra costs due to personnel vacancies. The amount in question is less then $1000.
ACTION REQUIRED:
If the Council concurs, it should, by motion, adopt the attached amendment to Appendix
A regarding Sergeant's pay. This is part of the Labor Agreement between the City of
Shakopee and Law Enforcement labor Services, Inc., Local No. 279, for 2003.

SERGEANTS
For 2003... pay plan shall be adjusted by a cost of living increase equal to the average
percentage increase for Stanton Group Six Cities (10,000 - 25,000 population). This would
be based upon the average of those contracts settled by July 1st of the year in question; any
increase would be retroactive to the beginning of that year.

2003 Schedule will go to five steps for Sergeants. It is agreed that step placements for
Sergeants who are not at the top step will be handled in the same manner as non-contract
employees. For example, Sergeants who are on Step 6 ofthe 8 step plan (95% of top), would
go to Step 4 ofthe 5 step plan (also 95% oftop).
The eight-step plan in place for 2002 is as follows:
