SUBJECT: Approval of Plans and Specifications on
Installation of Traffic Control Signals LED's,
Project No. 2003-7

INTRODUCTION:
This agenda item is to have Council approve the plans and specifications for the
installation of Light Emitting Diodes (LED) lamps in the existing traffic control signals,
in which the City if responsible for the power supply for the signals.
BACKGROUND:
On October 15, 2002, the City Council did review a proposal to replace existing signal
lamps with more energy efficient LED traffic signal lights, and also would be able to
participate in an energy saving program with Shakopee Public Utilities Commission
(SPUC). After review of the proposed project and the cost participation of SPUC in this
project, City Council did approve a motion authorizing staff to proceed with the
installation of LED lights on traffic control signals in the City of Shakopee and to
participate in Shakopee's program for energy efficiency. Also, City Council authorized
WSB & Associates, Inc. to prepare plans and specifications for installation of LED traffic
signal lights.
The plans and specifications have been completed by WSB & Associates, Inc. and are
ready for Council approval for the City to obtain quotes for this project. It is estimated
by Chuck Rickart,WSB & Associates, that this proposed project will be more than
$50,000.00, thus the City does need to obtain sealed bids. With the plans, 14
intersections will be relamped with LED's on the green and yellow indications. An
alternate will be included for the pedestrian indications and depending on the bids will
determine the amount of work to be done. It is proposed to maximize the funds available
from SPUC and the City and ifthe payback is cost effective.
SPUC has budgeted $44,000.00 for this project and $44,000.00 in the City's budget
under the Street Division. The cost of pedestrian indications has been reduced of late and
the City may be able to replace the pedestrian indications for all 14 signals, if favorable
bids are received.
ALTERNATIVES:
1. Adopt Resolution No. 5927, a resolution approving the plans and specifications
for the installation of LED lights on the traffic control signals in the City of
Shakopee, Project No. 2003-7.
2. Deny Resolution No. 5927.

REOCMMNDATION:
Staff recommends Alternative No.1, to adopt Resolution No. 5927, approving the plans
and specifications and ordering staff to advertise for bids for the installation of LED
lights on traffic control signals in the City of Shakopee.
ACTION REQUESTED:
Offer Resolution No. 5927, A Resolution Approving and Plans and Specifications and
Orderinig Advertisement for Bids for the LED Installation on Traffic Control Signals in
the City of Shakopee, Project No. 2003-7, and move its adoption.

WHEREAS, pursuant to a motion adopted by City Council on October 15, 2003, Bruce
Loney, Public Works Director has prepared plans and specifications for the LED installation on
traffic control signals in the City of Shakopee and has presented such plans and specifications to the
Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
ofthe City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.
Adopted in session of the City Council of the City of Shakopee, Minnesota,
held this day of ,2003.
