MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark McQuillan, Natural Resource Director Mark Themig, Facilities and Recreation Director Subject: Implementing Temporary Improvements at O'Dowd Lake Park to Address Vandalism Problems Date: August 5, 2003 INTRODUCTION The City Council is asked to approve some improvements for O'Dowd Lake Park to address the vandalism in the park and to allocate funds identified under Small Improvement Projects in the 2003 Capital Improvement Program. BACKGROUNDIRECOMMENDATION At its July 28, 2003 meeting, the Parks and Recreation Advisory Board recommended several steps needed to improve the vandalism problem that is occurring on a weekly basis at O'Dowd Lake Parkt The proposed solutions are temporary and are a culmination of ideas from residents, Park Board members and staff. They are as follows: 1. Step-up police patrols in the park. 2. Install a metal gate across the road approximately 200 feet into the park to prevent vehicles accessing the point of the peninsula. 3. Install posts on each side ofthe trail to prevent people from using the trail to access the point with their vehicles. 4. Create a temporary parking area for 15 cars that will be clearly visible from the highway (CR79). 5. Install park signs with an explanation of the changes ~d of the problems occurring in the park. 6. The City Council to authorize the appropriate City officials to contract out these improvements with a private vender ifthe Public Works Department is not available to perform this work immediately. 7. The City Council use funding allocated in the Small Improvement Projects of the 2003 Parks Capital Improvement Program to fund these improvement. Long-term solutions are identified on the attached July 28,2003 memorandum to the Parks and Recreation Advisory Board. The PRAB would like to see how effective the temporary solutions are before making any permanent improvements. ACTION REOUESTED Move to direct staff to: 1. McQuillan, Natural Resources Director Subject: O'Dowd Lake Park Problems Date: July 28, 2003 INTRODUCTIONI BACKGROUND At the June 23, 2003 Parks and Recreation Advisory Board Meeting, Gary and Tammy Laurent appeared before the PRAB to ask the City to do something to eliminate or control the "trashing" of O'Dowd Lake Park. They presented a myriad of pictures showing old furniture and landscape materials dumped in the park, ruts and erosion caused by off-road vehicles, beer bottles on the lakeshore and graffiti on the retaining walls. The Laurents also presented a blend of options for cleaning-up the problem. See attachment A. After a lengthily discussion, the Board asked staff to investigate some immediate and long-term solutions to the problems in O'Dowd Lake Park. Staff met with the deputy police chief, the public works director and the public works supervisor to develop an Action Plan to correct some of the problems we are experiencing in O'Dowd Lake Park. Below is a list of short-term and long- term solutions that we believe would be effective. ACTION PLAN SHORTTERMSOLUnONS ACTION ITEM BY WHOM WHEN Step-up police patrols of Shako pee Police Dept. Install lights in strategic SPUC/City TBD areas in the park. Landscape appropriate Parks & Rec/Contractor TBD areas for better visibility and safety. Install security cameras. Parks & Rec. & PWD TBD ACTION REQUESTED Staff is looking for a recommendation from the Parks and Recreation Advisory Board to the City Council for short term and long-term solutions to the problems in O'Dowd Lake Park. Close off vehicular access to the park, except for immediate entrance and parking just off of County Road 79 (Access for Public Works vehicles is adequately served by existing bituminous pathway) . Clean park thoroughly (preferably by current offenders) . Place signs that ask that the park be kept clean. Examples: "Please help keep our park clean." "Take only pictures; leave only footprints." . Place signs that signify any violation of dumping, littering, fires, fireworks and/or vehicular trespass will be punished to the full extent of the law . Increase park surveillance and prosecute all offenders Soon: . Construct parking lot at entrance . Reclaim gravel road, cul-de-sac and gravel trail and re- establish with native plantings . Reclaim and stabilize lake shore . Place signage and impediments (rock placement or plantings) to disallow access to park via ATV's and snowmobiles . Fix damaged retaining walls Optional: . Place picnic table on platform by lake . Develop one or two other private picnic table spots .
