Award Contract for Reconstruction of Alley N of Library #c2 CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Alley Reconstruction Contract Award DATE: August 11, 2003 INTRODUCTION: The Council is asked to award a contract to Bituminous Roadways, Inc., Shakopee for reconstruction of the alley north of the library building and parking lot. BACKGROUND: The contract with Westra calls only for a connection from the existing alley into the parking lot on the north side ofthe building, and a transition from the parking lot to the existing alley. However, since the contract was awarded, it has become apparent that the existing condition of the alley is not conducive to good water drainage, and to handle the traffic that is expected to utilize the alley. For that reason, City staff solicited quotes from three asphalt contractors to redo that alley, which runs the entire length ofthe block from east to west. The results of those quotes are as follows: Bituminous Roadways, Inc. $ 8,945 Prior Lake Blacktop $ 9,924 Plehal Blacktopping, Inc. $12,850 Note that by reconstructing the alley, the City should be able to negotiate a deduct from the existing contract, in that the subcontractor for Westra should be able to reduce some of the work needed to transition from the existing parking lot to the alley. That amount will be determined. BUDGET IMPACT: Funding for this work will come from a combination of the Street Division's maintenance funds, and the Library building construction fund. The exact amount will depend upon the credit to be negotiated for the reduced scope of work, but it will be roughly a split between the two. It is possible that a change order for the Library fund's share will be necessary. RECOMMENDATION: I recommend that an award of a contract be made to Bituminous Roadways, Inc., for the reconstruction ofthe east/west alley adjacent to the library, in the amount of$8,945. Timing on this will be coordinated with Bituminous Roadways and the library contractor; it is expected to take place in the next two to three weeks. ACTION REQUIRED: If the Council concurs, it should, by motion, authorize award of a contract in the amount of$8,945 to Bituminous Roadways, Inc., for the reconstruction of the east/west alley adjacent to the library site, as specified.
