SUBJECT: 15.F.6. - Cancellation of 8/20 Workshop; Change in Start Time for 8/26

INTRODUCTION:
The Council is asked to cancel of the budget workshop originally scheduled for August
20th, and authorize a change in the start time for a workshop scheduled for August 26th.
BACKGROUND:
The first budget workshop was held Thursday, August 14th. A second workshop was
scheduled to begin Wednesday, August 20th at 7:00 PM. To be considered at that time
were various departmental budgets, but also do follow up from the earlier discussion on
the Capital Improvements Program. As of this time, the CIP changes have not been
completed. There are some departments that have budgets ready to be reviewed, but staff
does not anticipate that the discussion of those budgets together would take more than an
hour. Therefore, in order to minimize the number of evening meetings, staff is
suggesting that the August 20th meeting be cancelled.
One of the reasons for budget preparation action being incomplete is the need for the
Council to first hear a presentation on the Public Works Division reorganization, prior to
setting the Public Works Department budget. That organizational study is nearing
completion by SEH. The representative for SEH has asked for approximately one-half
hour oftime in which to present the findings, and answer questions.
In looking at the Council's schedule, there is a joint meeting that has been approved
between the City Council, School Board, Planning Commission, and SPUC for Tuesday,
August 26th, at 7:00 PM. Ifthe Council is agreeable, a start at 6:20 would allow for the
S.E.H. presentation, plus some time to transition to the 7:00 PM start for the joint
meeting. (As an aside, it appears that no SPUC members will be present).
Regarding the budget, the Council would still have its August 28th meeting, scheduled
again at 7:00 PM. Depending upon the amount of discussion, the budget would either be
completed that evening, or, if more time is necessary, a follow up workshop could be
scheduled in September. Note that because the State Legislature has in effect set the
maximum levy for cities, it is not critical to hear all ofthe expenditure requests prior to
certifying the budget amount. The Council has until December to reduce the amount of
expenditures for the Truth In Taxation hearing, if that is its desire.
RECOMMENDATION:
I recommend that the Council cancel the budget workshop for August 20t\ and change
the start date for the August 26th meeting to 6:20 PM.
ACTION REQUIRED:
If the Council concurs, it should, by motion, approve the following actions:
1. Cancel the budget workshop originally scheduled for Wednesday, August 20th, at
7:00 PM.
2. Reschedule the beginning of the start time ofthe August 26th workshop to 6:20
PM.
Note that if this action is successful, the August 19th City Council meeting will need to be
adjourned to Tuesday, August 26t\ at 6:20 PM.
