SUBJECT: Authorization to Hire One Community Service Officer
DATE: August 14,2003
INTRODUCTION:
The Police Department is requesting Council approval to fill one vacant, probationary
part-time Community Service Officer (CSO) position.
BACKGROUND:
The Shakopee Police Department experienced one voluntary CSO termination. In the
2003 budget, Council authorized three, part-time CSO positions. One of the positions has
been filled by Jaclyn (Scheerz) Yzermans, and on August 4,2003, another position was
filled by Timothy Baker. The Civil Service Commission recently conducted the
necessary testing and a new eligible register was created.
The following two names are currently listed on the eligible register, in alphabetical
order.
Nicholas Delaney
Adam Jacobson
Corey Stanley
Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to
submit the top three names listed on the eligible register to the Appointing Authority
(City Council), to fill any vacancy.
ALTERNATIVES:
1. Do not authorize the hire.
2. Authorize the hire of Nicholas Delaney.

RECOMMENDATION:
Alternative #2. Staff recommends Council authorize the hiring of Nicholas Delaney as a
probationary part-time, Community Service Officer.
BUDGET IMP ACT:
The position was budgeted for in the 2003 Police Department budget.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of Nicholas Delaney
as a probationary part-time, Community Service Officer at an hourly rate of $13.37,
subject to the satisfactory completion of pre-employment medical and psychological
examinations.

SUBJECT: Community Service Officer Eligible Register
DATE: August 14, 2003
The Shakopee Police Civil Service Commission conducted the appropriate testing and
established the following eligible register, in alphabetical order, in accordance with the
provisions of M.S. A. 419.
1. Nicholas Delaney
2. Adam Jacobson
3. Corey Stanley
