SUBJECT: Accept Resignation of Scott Smith
Authorize the Hiring for the Assist. City Engineer Position
DATE: August 19,2003
INTRODUCTION:
Attached is a letter from Scott Smith, Assistant City Engineer, effective September, 5,
2003. This agenda item is for City Council to accept the resignation and authorize staff
to advertise for this position.
BACKGROUND:
Scott Smith has submitted a letter of resignation on August 13,2003, with his last day of
employment being September 5, 2003. Mr. Smith has been the Assistant City Engineer
for the City of Shakopee for almost two years and has done a good job in this position.
Staff is recommending that this position be advertised for, and staff would also review
the job description for an Assistant City Engineer and would bring back any changes or
modifications for Council to consider and approve at a later meeting. Staff is also
recommending that a consultant be used to supplement the Engineering Department for
its department's needs as necessary. The City can utilize a former Assistant City
Engineer, Joel Rutherford, who is working with BDM Consulting Engineers and WSB &
Associates, Inc. staff, which includes a former City Engineer and Engineering
Technician. Staff would utilize engineering consultant assistance as necessary through
this interim period. BDM Consulting Engineers and WSB & Associates, Inc. are the
City's consultants in our municipal engineering pool.
ALTERNATIVES:
1. Move to accept the resignation of Scott Smith and authorize the advertising for
the Assistant City Engineer position in the Engineering Department.
2. Authorize the use of engineering consultants for the Assistant City Engineer
position, as necessary.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.'s land 2.
ACTION REQUESTED:
1. Move to accept the resignation of Scott Smith and authorize the advertising for
the Assistant City Engineer position in the Engineering Department.
2. Authorize the use of engineering consultants for assistance during this vacancy of
the Assistant City Engineer position.

Dear Mr. McNeil,
I am informing you of my resignation from the position of Assistant City Engineer for the
City of Shakopee. I have been offered a position with Carver County as a Highway
Design Engineer and have decided to accept
I have greatly enjoyed my work and relationship with my co-workers and appreciate the
opportunity to work for the City of Shakopee. But I feel it is in my best interest to accept
this position with Carver County.
My last official date of employment as a City of Shakopee employee is Sunday,
September 7,2003, but I am planning to take off the week after Labor Day, Tuesday,
September 2,2003 thru Friday, September 5, 2003. The last working day will be Friday,
August 29,2003.
