SUBJECT: Update on Huber Park Grading

INTRODUCTION:
This memorandum is intended to update the Council on available fill for the grading of
Huber Park improvements.
BACKGROUND:
Previously, the City Council has approved a concept plan and grading of Huber Park in
the area of approximately 50,000 cubic yards of fill in order to place future improvements
in Huber Park above the flood plain. Staff has worked with the Department of Natural
Resosurces (DNR) to receive approval for placing the fill in the flood plain, so this fill
will not impact the properties upstream in the Minnesota River Valley and has received a
CUP approval from the Planning Commission to allow fill in this area. Grading plans
have been developed by City staff and staff has been working with contractors and other
engineers to obtain available fill for Huber Park.
Staff has been able to work with the contractor on the future Scott County jail house site
and this contractor is willing to bring approximately 10,000 cubic yards of fill into Huber
Park, with the City contributing $4,500.00 for stripping of topsoil, placing of fill and
replacing of topsoil. Additional items will be needed to complete the grading operation
in this area such placing the silt fence which has been negotiated at $1.25 per foot and
future seeding for turf establishment, once the grading is completed. The proposed filling
operation from the contractor of the Scott County jail house site is scheduled to begin
shortly after the August 19th City Council meeting. Staff wants Council to be aware of
the filling operation that can begin shortly, as previously authorized by City Council.
The haul route entrance will be off of Fillmore Street, which will be dust coated to
minimize the dust in the hauling operation.
In addition to the fill from the jail house site being available, staff has designed in the
excess fill from the Vierling Drive and Valley View Road improvement projects to be
placed in Huber Park. This additional fill is estimated to be approximately 14,000 to
16,000 cubic yards and could be placed in this area in the month of September. Also,
staff is working with other contracts from other Cities and may be able to obtain an
additional 30,000 yards later this fall.
This agenda item, again, is to inform the Council of available fill for the Huber Park area
and staff desires a motion approving the acceptance of fill, as outlined in this memo by
the City Council.
ALTERNATIVES:
1. Approve a motion to accept fill from the Scott County j ail site and from the
Valley View and Vierling Drive improvement projects.
2. Do not accept the fill into Huber Park at this time and provide direction to staff on
Huber Park improvements.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, if the City Council wishes to proceed with the
grading of Huber Park, as previously approved, with the concept plan for future Huber
Park improvements.
ACTION REQUESTED:
Approve a motion to accept fill from the Scott County jail site and from the Valley View
and Vierling Drive improvement projects.

1. Discuss the undergrounding of existing overhead power lines issue on Valley
View Road and provide comments, if so desired, to SPUC.
2. Approve a motion determining on whether the existing power line along Valley
View Road along the Greenfield development to be relocated, should remain an
overhead line or be placed underground.
