Michael Leek, Community Development Director SUBJECT: Proposal for Transit Facility at Southbridge Crossings East MEETING DATE: August 19, 2003 INTRODUCTIONIBACKGROUND: Over the course of the past year, the following has occurred relative to planning for transit in Scott County; . Completion of the Scott County Transit Study (which the City Council has accepted) . Formation ofthe Scott County Transit Planning Team (which the author currently chairs). Broadly speaking, the purpose of the Team is developing plans for development and coordination of transit service for Scott County. . Formation ofthe Scott County Transit Review Board consisting of elected officials (currently Council Joseph Helkamp represents Shakopee. . Completion of a transit demand analysis by LSA Design (LSA) for the Scott County HRA (HRA). . City staff The analysis done by LSA identifies the Southbridge Crossings East area as a prime location to explore for transit facilities. Over the past couple of months, city and county staff, the HRA, and LSA have been meeting informally with the developer (Shakopee Crossings LLC) about the possibility of located a transit facility in this area as the site is developed. These discussions have led to the attached concept drawings. While the drawings reflect the desirability of direct access to CSAH 18, it is clear that the County Board has recently denied the right-in/right-out access shown. Staff understands that the only possibility for reconsideration of that decision would occur if the traffic analysis for the EIS for CSAH 21 demonstrates that such access could function safely. Staff is asking for direction from Council as to whether or not to continue with further analysis and discussions that might lead to the location of a transit facility at Southbridge Crossings East. 1 AL TERNATIVES: 1. Table the matter for specific reasons.
