Council/Mayor Salaries 0/ kL d-/ CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Council/Mayor Salaries - Another Comparison DATE: August 28, 2003 The City of Shakopee adopted a pay plan in 2001, which based Shakopee pay at the 60th percentile of the average salaries for a "selected benchmark peer group" of cities, similar in size, or to the amount of building activity to Shakopee. Those peer group cities are: Andover, Champlin, Chanhassen, Chaska, Lakeville, Lino Lakes, Oakdale, Prior Lake, Savage and Woodbury. Using the same criteria as a comparison for the mayor and council salaries in Shakopee, the mayor would be paid $7,875, and each councilmember $6,336. In other words, the mayor's salary would have to be raised by $1,100 annually (16.3%). Councilmembers' salaries would have to be raised by $708 each, or 12.6%, in order to bring them to a comparable rate of pay to what the city employees receive. This is another thought to consider while deliberating this issue. The proposed 2004 budget for the Mayor/Council Division is $79,830. Major differences: . Printing and Publishing - going from a quarterly separate publication of the "Hometown Messenger", to inclusion into the parks and recreations program bulletin, reduced the 2003 adjusted amount from $7400, to $3100. (2002 actual had been $14,000). . Dues - Inaccurate dues for League of Minnesota Cities in 2003 budget, caused an increase from $5500, the actual amount for the AMM, to $12,220; elimination of dues for Coalition of Utility Cities ($3000 in 2003, to $0 in 2004). Causes entire 2004 dues for City to be raised from $19,320 in 2003, to $24,940. A total increase from 2004 over 2003 budget equates to + 1.9%. ~ {t/lclV~ Mark McNeill City Administrator MM:th CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Mayor/Council Salary DATE: August 26, 2003 INTRODUCTION: At the City Council budget workshop of August 14th, there was a question raised regarding adjusting City Council salaries. This memo is to provide information relating to that issue. SURVEY INFORMATION: For historical perspective, recent elected officials' salaries in Shakopee have been as follows: Mayor Council Prior to January, 1984 $3600 $3000 January, 1984-1989 4200 3600 January 2, 1990-1999# 6120 5100 January, 2000 6588 5496 January, 200 I-present 6756 5628 # Effective January 1, 1990, the Mayor's salary was set at 120% of the Council salary. The Council salary of $5100 was the minimum amount necessary to qualify for PERA. Attached is a copy ofthe 2002 Elected Officials Survey from the Association of Metropolitan Municipalities. 2002 is the most recent information available. The metropolitan area cities responding to the survey were grouped by populations of: Under 2,500 2,500 -10,000 10,000 - 20,000 Over 20,000 (not including Minneapolis and St. Paul) As shown on the survey summary page, the average mayoral salary in 2002 for the largest group (to which Shakopee belongs) is $9,550, compared with Shakopee's current salary of$6,756; the average council salary for that size city was $6,647, which compares with Shakopee's $5,628. Therefore, in looking at the 33 cities in the classification (not counting St. Paul and Minneapolis), Shakopee ranks second lowest in terms ofmayor's salary (only the mayor of Chanhassen receives less, at $6,000 annually). The City Council salaries fared only slightly better, coming in at number 30 out of the 33-- Shakopee councilmembers receive slightly more than White Bear Lake, Edina, and Chanhassen. It could be noted that Shakopee's population is also currently one ofthe smallest in the survey group; however, given the number of meetings and demands on time created by a fast-growing city, compensation may not be a direct corollary to population. There was also question raised as to whether, instead of adjusting the annual salary (or perhaps, in addition to), special meeting pay might be instituted. Again as shown in the survey, there are a few circumstances where special meeting pay takes place in the largest grouping of cities (five cities pay up to $50.00 extra for special meetings). By comparison, it is a much more common practice for cities under 2,500. In the smallest classification, 23 of the 41 cities have special meeting pay in amounts ranging from $10 to $100 per meeting. However, that extra meeting pay is usually offset by the relatively lower annual compensation amount paid by smaller cities. DISCUSSION: By State Law, no adjustment in salaries can be implemented for local officials until after an election has taken place. In other words, if approved by the City Council at this time, it would not be able to become effective until January 1,2004. Obviously, it is never an easy thing for a City Council to consider raising its own salaries. FY 2004 is particularly difficult, given the budgetary constraints that cities are experiencing. If the Council wishes to consider an adjustment, it should direct that the designated new amounts be prepared in ordinance form, and brought back for consideration at a future City Council meeting. ACTION REQUIRED: The Council should determine whether there is a desire to adjust salaries for elected officials now, ifso, two things need to happen: 1. An accommodation ofthis should be made as part of the 0110 (Mayor and Council) budget for 2004; 2. Staff should be directed to prepare an ordinance for consideration at a future Council meeting. Page 9 CITY OF SHAKO PEE 2004 GENERAL FUND BUDGET DIVISION: MAYOR & COUNCIL MISSION STATEMENT: Through its legislative authority, the mission of the Mayor and City Council is to set policy, establish service levels, and set a rate of taxation for Shakopee property owners. ACTIVITY: Includes ceremonial functions performed by the Mayor, who is elected as Mayor and Chief Executive Officer of the City. The Mayor is Chairman of the Council and is a voting member of the Council. The Mayor has no power of veto. Council activity includes legislative and policy making functions not otherwise provided for or prohibited by State and Federal governments, adopting the City's operating and capital budgets, and affirming the hiring and dismissal of City employees. The Council also provides liaison relationships on numerous boards and commissions. The Mayor and four Council Members are elected at-large for terms of two and four years, respectively. GOALS: 1. Provide for certain cost of service levels commensurate with population growth. 2. Provide for a delivery of quarterly City newsletter to each household in Shakopee, by means of inclusion in the Park and Recreation program guide.
