SUBJECT: Authorization to Hire One Police Officer
DATE: August 28, 2003
INTRODUCTION:
The Police Department is requesting Council approval to hire John Buetow as a
probationary police officer.
BACKGROUND:
The Police Civil Service Commission conducted the necessary testing that created the
Police Officer eligible register. The following names are the top three candidates listed,
in alphabetical order, on the eligible register established by the Police Civil Service
Commission.
. Russell Bradley
. John Buetow
. Ryan Olson
Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to
submit the top three names listed on the eligible register to the Appointing Authority
(City Council), to fill any vacancy.
John Buetow, the highest ranking candidate, is currently serving as a police officer for the
City of Savage. He has over 4 years experience and staff recommends that council
authorize his hiring at step 4 ofthe 5 step existing labor agreement. Step 4 of our current
labor agreement is less than Mr. Buetow's current salary in Savage. The city has in the
past hired individuals at steps above the starting rate depending on experience and
qualifications.

. BUDGET IMPACT:

Council had previously through the budget reduction process planned to fill vacant police
officer positions on April 1, May 1, and July 1, 2003. Funds exist in the police
departments budget for this position.
ALTERNATIVES:
1. Do not authorize the hire.
2. Authorize hire.
RECOMMENDATION:
Alternative #2, Staff recommends Council authorize the hiring John Buetow as a
probationary police officer.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of John Buetow as a
probationary police officer, at step 4, at a monthly rate of $4, 198.22, subject to the
satisfactory completion of pre-employment medical and psychological examinations..
