(). ,/1 MEMORANDUM To: Mayor and City Council CONSEf~T Mark McNeill, City Administrator From: Mark McQuillan, Natural Resource Director Mark Themig, Facilities and Recreation Director Subject: Update on O'Dowd Lake Short-term Improvements Date: September 2, 2003 INTRODUCTION/BACKGROUND At the August 5, 2003 City Council Meeting, Council directed staff to prepare a temporary plan to address the problems of vandalism and illegal dumping in O'Dowd Lake Park. Council requested that staff report back with a cost estimate for the following: 1. A metal gate approximately 200 feet into the park to prevent vehicles accessing the point of the peninsula. 2. A temporary parking area for 15 cars that will be clearly visible from the highway (CR79). 3. A sign with an explanation of the changes and ofthe problems occurring in the park. Public Works Supervisor Michael Hullander indicated his staff would be able to prepare a temporary parking area for 14 vehicles by late September or early October. This will involve the removal of 1000 yards or more of dirt, which requires a grading permit. The PWD will also install a metal the gate and trail posts. Schiltz Ornamental Iron of Shakopee will make the gate at a cost of$502. The additional gravel for the parking area is not expected to exceed $1000. Mark Themig anticipates the metal sign at the park entrance will cost about $100-$300. The total cost for materials should not exceed $2,000. Funding for these improvements will come out ofthe Park Reserve Fund as part of the 2003 Park Capital Improvement Program's Small Improvement Projects. ACTION REQUESTED Move to authorize the appropriate City officials to proceed with the temporary parking improvements in O'Dowd Lake Park and to fund the improvements from the Park Reserve Fund.
