Soccer Facility Design, Construction, and Funding Changes [5, D. ~ , CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark Themig, Facilities and Recreation Director Meeting Date: August28,2003 Subject: Soccer Facility Design, Construction, and Funding Changes INTRODUCTION City Council is asked to consider a change in the well field design that would involve locating two additional wells on City property, and to allocate additional funding for the well field design change and soil corrections. BACKGROUND AND DISUCSSION Well Field Location As you know, the soccer facility, Sun Path Elementary property, and Shakopee Area Catholic Education Center (SACEC) property are sites that have been identified by Shakopee Public Utilities for a future water well field. The planned well field would entail two pumps with a small pump house on both the City and SACEC property, and a single well and treatment building on Sun Path Elementary property. (See Attachment A.) On Monday, August 18th, the Shakopee Public Utilities Commission directed Utilities staff to abandon the proposed wells on the Shakopee Area Catholic Education Center site, and directed Utilities staff to work with the City to try to relocate these wells on City property. As I understand, the Commission felt that they would not be able to negotiate an acceptable price for use of SACEC property. City staff met with Utilities staff on Tuesday, August 19th to determine the feasibility of this request. It appears that the only way to add an additional set of wells on the City's property would be to locate them on the east side of the soccer facility site. (Each pair of wells needs to be separated by at least 1000' to avoid aquifer draw-down issues.) Attachment B shows a preliminary drawing of where the new proposed wells and pump house could be located. As you know, the design of the soccer complex has been a concern for area residents, particularly those residents adjacent to the new proposed well site. Last week, I sent notification of the proposed change to each of the adjacent residents, and invited them to meet with Joe Adams from Shakopee Public Utilities and me on Wednesday, August 2ih at the site. (A copy of the notification was included in your August 22nd Activity Packet.) At that meeting the residents expressed concerns related to how the proposed pump house would look, what type of noise is associated with wells, landscaping/irrigation, impact on property values, and the fact that the well field was not represented on the master plan for the site. During the course of discussion, they asked if the proposed pump house could be located closer to the parking lot instead of adjacent to their property. Attachment C shows this alternative. Shakopee Public Utilities is still analyzing whether or not this concept will work without creating potential aquifer drawdown issues, and will have an answer at your meeting on Tuesday along with cost estimates. (Shakopee Public Utilities will pay for any additional costs). If feasible, Attachment C appears to be a more acceptable alternative that will not impact the planned use of the site. Parking Lot Soil Corrections This week, we learned that the contractor ran into unacceptable soils in the area of the proposed parking lot. Approximately 3' of additional black dirt had to be removed from the area. They are also working to correct moisture problems in some areas of the parking lot. During the design phase of this project, staff discussed whether or not soil borings would be needed. Due to the overall characteristics of the soil in the area, we thought that the soil would be good, and soil borings would be an unnecessary expense. As it turns out, the soil borings would have helped us identify the problem in the design phase, and we would have known the cost as part of the bid. However, the cost to do the corrections is a standard line item in the contract, so the City would not be charged a premium for this work. At this point, the cost for soil corrections is estimated at: Sub-Grade Excavation of 6,000 yd3 @ $5/yd3 $30,000 Common Excavation of 6,000 vd3 ra>. $3.31/vd3 $19,860 Total $49,860 BUDGET IMPACT Shakopee Public Utilities Commission would cover any costs associated with the proposed well location change, but since this project is the City's contract, City Council would need to approve the change and funding. The City would also receive additional revenue from the use of City property for the additional wells, once the valuation is determined. At this time, the estimated project budget is as follows: Original Project Budget: 671,882 Total Bid, Including Alternates 5% Contingency 33,600 Engineering and Inspection (estimate) 25,000 Well Cost (estimate) 15,000 Survey Services (estimate) 15,000 Sub Total 760,482 Deduct Estimated SPUC Project Costs (97,250.50) Original Project Estimate 663,231.50 Additional Funding Required: Soil Corrections $50,000 Proposed Change Order to Relocate Wells TBD* (Costs would be paid by Shakopee Public Utilities) Contingency Previously Approved ($33,600) Total TBD* * Amount will be provided at Tuesday's meeting once determination on well location is made. Funding is from the Park Reserve Fund. Council would need to allocate additional funding since the soil correction alone exceeds the previously approved contingency. ALTERNATIVES 1. Authorize the design changes for the well field and allocate funding for well field design changes and soil corrections. 2. Do not authorize the design change. 3. Table for additional information. (As I understand, the contractor's continued work on the project is contingent on a decision regarding the well location. If the City and Public Utilities are not able to come to a decision on the well changes soon, the project would likely come to a stop.) REQUESTED ACTION By motion, direct staff to proceed with design change for the well field and allocate funding for the well field design change and soil corrections in the amount of $ from the Park Reserve Fund. Adams, Planning & Engineering Director SUBJECT: 17TH A VENUE WELL FIELD DATE: August 20, 2003 As discussed, the Utilities Commission has directed staff to investigate the possibility of locating multiple wells in the city's planned Soccer Complex along 17th A venue. We have been working with the city and public school's staff to locate the wells so as not to intrude on the existing and planned facilities on the public property. In addition to the two wells previously sited on the west side of the soccer complex, we are also interested in the locating two additional wells in the southeast part of the park. I have attached a rough drawing of the locations. In accordance with Minnesota Department of Health regulations, the operator of a municipal water system must maintain control via ownership or permanent easement of the land within 50 feet of the wellhead. "To enable the construction and maintenance of a well, an area roughly 105 by 105 feet is required. Per your request, I am preparing a rendering of a typical pump house and having some of our existing pump houses and submersible wells photographed. Adams, Planning & Engineering Director SUBJECT: 17th A VENUE WELL FIELD DATE: August 29, 2003 Per Commission direction at their last meeting, I have made a request to the city to consider allowing up to two additional wells in the city soccer complex. Attached is my memo to the city, with the drawing of the proposed well locations (alternative 1). The proposed well locations were selected to maximize the distance between planned wells, while locating the satellite pump house so as not to encroach on the soccer fields. City staff decided it would be best to inform the residents adjacent to the southeast side of the park of our request and an informational meeting was set up for August27th. Mark Themig and I met with the neighboring residents, along with Councilor Matt Lehman and Parks Board member Jim porenkamp. The residents requested that we reverse the location of the satellite pump house and submersible well to maximize the distance of the pump house from their property. In response to that request, we re-sited the pump house closer to the parking lot and the submersible well to the south. This arrangement would be acceptable to the residents (alternative 2). . I have asked Mark Janovec ofBonestroo & Associates to review both alternatives and advise us qfthe expected pumping capacity from the well field. Mark will provide us with a letter report on September 2nd, prior to the Commission meeting. The Council is expected to review our request at their September 2nd meeting.
