CITY OF SHAKOPEE Police Department CONSENT Memorandum To: Honorable Mayor, City Council Mark McNeill, City Administrator From: Dan Hughes, Chief of Police ~ Subject: COPS Universal Hiring Program Grant Award Date: August 22, 2003 INTRODUCTION The Police Department is seeking authorization to accept a grant award from the U.S. Department of Justice, Office of Community Policing (COPS) in the amount of $225,000 for the hiring of three additional full-time police officers. BACKGROUND The City Council granted the Police Department authorization to make application to the U.S. Department of Justice, Office of Community Policing Services (COPS) for a COPS Universal Hiring Program grant award in April 2002. The COPS Office notified the Shakopee Police Department it was awarded $225,000 for the hiring of three new full- time police officers. The award is for $75,000 annually for three years toward funding the salaries and benefits of these three new positions. The Council has recognized the need to keep staffing levels in the Police Department at a level that corresponds with the rapid population growth of the community in order to maintain an acceptable level of service to the members of the community. The three new positions would give the Police Department a staffmg level that will meet a workload analysis and staffing needs assessment as well as our population growth. The additional three new positions would give the Police Department a sworn officer strength of 36 in 2004. BUDGET IMP ACT The budget impact was calculated for 2004. It includes the salaries and benefits of three new police officers less the $75,000 per year reimbursed by the grant. The salary and benefits are based on the 2003 labor agreement. The Police Department budget would increase if all three positions were filled in January 2004 approximately $89,000. These additional funds were part of the Police Departments 2004 budget request. Unless authorized in writing by the COPS Office, grant funds may not be applied, to the salary or benefits of an officer hired by the grantee prior to the A ward Start Date listed on the front of this document. 5. Retention - During the grant, grantees must retain the additional 'COPS-funded officer positions. At the conclusion of federal fun~g, grantees must retain with local, state or other non COPS funds, ~ch additional UHP officer' position . awarded for at leaSt one :ful11~ budget cycle at the conclusion of thirty-six (36) months of federal funding for that position. Retention must be in addition to the locally budgeted force and cannot be achieved through attrition. 6. Community Policine - Under this UHP grant, grantees must in~ease or enhance the level of community policing in the grant recipient's jurisdiction as a direct result of this award. 7. Assurances and Certifications ~ The grantee acknowledges its agreementto comply with the Assurances and (::ertifications that were signed and submitted as part of the original grant application. 8. Extensions - The COPS Office does not offer extensions that provide additional UHP fiqIding for this award.. However, a no-cost time extension may be requested, which provides the grantee with additional time to complete grant requirements and/or draw down allowable funding. EXtension requests over .18 months will be reviewed;md approved on a case-by-case basis. . 9. Grant Modifications - All modification reque~ts must be 'approved by the COPS om6e; in writin:g;'prior to'the1L .._,_. implementation. Modification requests ,are evaluated on a case-by-case basis. 10. .EEOP - Grantees thafhave 50 or mare employees and grants over $.500,000 (or over $1,000,000 in grants over an 18 . month period), must submit an acceptable Equal Employment Opportunity Plan (BEOP) or EEOP short form, if . required to submit an EEOP under 28 C.F.R.42.302, that is'approved by the Office of Justice Programs, Office of Civil Rights, within 60 days of the A ward Start Date. 0 11. Reports - The ~tee is r~quired to submit pro~tic progress reports and qU1!.rterly Finandal StatUs'Reports. 1i.Contracts With Other Jurisdictions - Officers funded under this grant may only be involved in activities or perform services that exclusively benefit the recipient agency and the population that -it serves. If the grantee en~ages in a contractual agreement to provide or receive law enforcemept services with this UHP grant, it is responsible for ensuring that the contractual arrange~~nt is in compliance with the conditions of this award. ' o 13. Evaluation - The COPS Office may conduct or sponsor national evaluations of the community jJQlicing activities of its grantees and other COPS-funded initiatives. The grantee agrees to cooperate with the evaluators. 14. Emplovment Elieibility - The grantee agrees to complete and keep on file, as appropriate, an Immigration and Naturalization Service Employment Eligibility Verification Form (1-9) to verify and ensure that persons are eligible to work in the United States. 15. Grant Monitorint! Activities - The Department of Justice performs various functions to ensure compliance with grant requirements, to assess the implementation of community policing in awarded jurisdictions, and to provide technical assistance to grantees. the grantee agrees to cooperate with any requests for grant-related documentation or other relevant infonnation. . .
