INTRODUCTION:
Attached to this memo is a petition from the residents of the Milwuakee Manor THA in
regard to the storm sewer drainage on their site. Per the petition, they would like to have
a reasonable solution presented in regard to the storm sewer drainage in the Milwaukee
Manor development.
BACKGROUND:
The Milwaukee Manor development was approved by the City Council in 1993 and in
this development included some storm sewer, ponds and ditches to accommodate the
storm sewer for this site and drainage through the site. Attached are signatures from the
Milwaukee Manor THA and pictures showing the storm sewer outlets along Dakota
Street and swales leading the stormwater to a pond on the west of Dakota Street.
Staff has been meeting with Rene' Vanoni, who is the President of the Milwaukee Manor
THA, in regard to the storm drainage in Milwaukee Manor. In previous meetings with
Mr. Vanoni, staff agreed to design a storm sewer system along Dakota Street and
calculate the cost of installing a storm sewer and to eliminate the ditch along Dakota
Street. Staff did complete the design and the cost to complete this project utilizing an
outside contractor would be $28,163.44. This solution and price tag was given to Mr.
Vanono for consideration by the association. The association has met and discussed
assessing each homeowner $500.00 for this work and they do not wish to pay this cost,
but address City Council in regard to this storm drainage system and cost.
Attached with this memo is an aerial photo of the. area, a preliminary storm sewer design
and preliminary cost estimate, as prepared by staff, and given to Mr. Vanoni in the
Milwaukee Manor Association.
The Public Works Department has been performing ongoing maintenance, as necessary,
to clean the storm sewer outlets and storm drainage pond in order for the storm drainage
system to be functional. In staffs opinion the the system is functioning, however, it is
unsightly along Dakota Street and does take more maintenance than other drainage
facilities in other developments. The residents do pay a storm drainage utility charge on
their utility bill and these funds go towards the operation and repair of storm drainage
facilities, not normally for new construction. In staffs review of the situation, the
development was not required to install storm sewer along Dakota Street and to its pond
on the northwest corner of Milwaukee Manor, thus a drainage ditch was approved as part
of the plan connecting the storm sewer to the pond. If the storm sewer was required for
this development, it would have been paid for by the developer and not the City,
consistent with the policy at that time. Staff does concur with the petitioners that the
storm drainage system in Milwaukee Manor is more labor intensive and will require more
maintenance than other facilities in other developments. With this item, staff does not
have a recommendation on how to proceed except to listen to the Milwaukee Manor THA
respresentative in regard to this issue and provide staff direction on how to proceed.
ALTERNATIVES:
1. Discuss this item with the petitionerers of Milwaukee Manor THA and provide
staff direction on a solution to the storm sewer drainage in this area.
2. Discuss this item with the petitioners of Milwaukee Manor THA in regard to
storm drainage and direct staff to continue to maintain the system as is.
3. Table for additional information.
RECOMMENDATION:
Staff does not have a formal recommendation for Council except to discuss this item with
the petitioners of Milwuakee Manor THA and direct staff accordingly to either work with
the association for a solution that is acceptable to them and the City or to continue
maintenance ofthe storm drainage system, as is currently done.
ACTION REQUESTED:
Discuss this item with the petitioners of Milwaukee Manor THA in regard to storm
drainage for Milwaukee Manor, and approve a motion directing staff to work on a
solution or to continue maintain the facility as is currently being done.

PETITION FOR: Storm Sewer
TO THE: City Council of Shakopee
We the undersigned Members of the Milwaukee Manor THA wish to have a reasonable solution
presented to us regarding the Storm Sewer Drainage. The City is responsible for maintaining
Storm Sewer System, since every Household pays Storm Sewer Charges on the Utility Bill. Our
system lacks maintenance.
Since this Storm Drainage was botched from the beginning and is for the City a labor intensive
maintenance item if they would keep up with their end of the bargain.
In August 2000, we asked for a solution and the price tag was $28,163.44 for the Association. In
June 2003, we made another approach and the answer was, assess each homeowner $500. In all
fairness, we believe we should not have to pay twice especially since the majority of storm water
which runs through our property comes from somewhere else.
