').., I CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Parking Control Signage Changes - 11 th Avenue DATE: August 28, 2003 INTRODUCTION: The purposed ofthis memorandum is to followup on discussion at the August 19th City Council meeting, regarding a request from 11 th A venue neighbors to have their section of the street signed as "No Parking". BACKGROUND: Late on the City Council agenda for August 19th appeared two residents, who had circulated a petition asking the City to post their two block section of 11 th A venue east of Spencer Street as "No Parking", so as to prohibit parking by students of nearby Shakopee High School. They cited problems with excessive speed, blocking of mailboxes, litter, and other inappropriate behavior. The Council's direction as a result ofthat meeting was to have staff meet with the neighbors and the school to discuss alternatives. On August 22nd, I met with Shakopee Senior High Principal Jim Murphy, Police Sergeant Craig Robson, and Jim Kohout, the 11 th A venue neighbor who circulated the petition to discuss alternatives. What was determined was the following recommendations: 1. The City Council should consider an ordinance which prohibits the blocking of mailboxes by parked vehicles. This would be applicable throughout Shakopee, not just on 11 th Avenue. 2. The Police Department should perform concentrated enforcement for speeding activities on 11 th A venue, as school lets out. 3. Parking should be prohibited on the north side of 11 th between Spencer and Main; parking would remain on the south side. In that section, there are no driveways, alleys, or mailboxes in that section. 4. Investigate the possible lifting of some of the parking restrictions on 10th Avenue in the vicinity ofthe High School, so as to provide additional parking spaces. There are questions, however, as to whether this is possible, due to State-aid funding in the past. Note that the discussion included encouraging students to use Fuller Street, and that the School District was currently asking Scott County as to whether the access from Spencer Street (a County Road) to the grass field north of new softball diamonds and east ofthe football field, might be used for fair weather parking. Finally, I would note that while they could request it, there is little ability to prohibit students from driving to school who are unable to obtain parking permits, from parking on adjacent public streets. The reality is that while the Council could choose to prohibit more and more parking from adjacent areas, however, it will be met with protests from students, and parents of students. It would also generate similar requests from other areas. RECOMMENDATION: With some reservations, I recommend that the Council direct that "No Parking During School Hours" signs be placed on the north side of 11 th A venue, between Spencer and Main Streets. My concern is that this action is merely moving the parking problem to other streets in the vicinity of the high schooL Until a new high school is constructed, with adequate parking for a larger student population, this will be an ongoing issue. ACTION REQUIRED: lfthe Council concurs, it should, by motion, direct staffto place "No Parking During School Hours" signs on the north side of 11 th Avenue, between Spencer and Main. CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Parking Control Signage Changes along 11 th A venue, from C.R. 79 to Market Street DATE: August 19,2003 INTRODUCTION: Attached to this memorandum is a petition received by staff on August 12, 2003, for City Council to consider restricting parking on 11th A venue, from C.R. 79 to Market Street. BACKGROUND: Per the petition received by staff,residents in the area along 11 th Avenue, from C.R. 79 to Market Street are concerned about the amount of parking on this street and the amount of debris or garbage that is left behind from persons parking on the street. The amount of parking along 11 th A venue is from the nearby high school, in which the students are electing to park on the public street versus the parking lot by the high schoo1. Per City Ordinance, Section 7.03, this section requires that no signs or signals shall be created or maintained for traffic or parking control until the City Council has approved and directed these signs be installed. Staff has just received this request on August 12, 2003, and has observed considerable parking on this street during the school season. The street width for 11 th A venue is 38 feet and is wide enough to accommodate two parking lanes and two traveled lanes according to the City's Transportation Plan. The issue in restricting parking on the public street for the City Council is to eliminate parking on the street may transfer the parking to adjacent streets and may be shifting the problem to another neighborhood. This parking issue is very similar to parking along the public streets adjacent to the Scott County Courthouse. In regard to the parking concerns on those streets, it was determined by the City to work with Scott County in order to minimize Li.e amount of parking on public streets in this area. Staff does not have any recommendation in regard to this situation, at this time, as granting this request may shift the problem to adjacent neighborhoods. This is a public street in which parking is permitted by persons who have licensed vehicles. ALTERNATIVES: 1. Approve a motion directing staff to install "No Parking" signs along 11 th Avenue, from C.R. 79 to Market Street while school is in session, as per the submitted petition. 2. Direct staff not to install "No Parking" signs at this time, and work with the school district to minimize the impact to the streets. 3. Table for additional information. RECOMMENDATION: Staff does not a reconunendation, on this particular request, as this is a policy decision as to whether or not parking should be restricted. Prom an engineering perspective, the street is wide enough to handle parking on both sides and allow traffic flow in this area. Many of the resident's complaints are in regard to speeding, placing garbage on property and other behavior that involves enforcement of City Ordinances. ACTION REQUESTED: Approve a motion directing staff to install "No Parking" signs or not to install "No Parking" signs and work with the school district to minimize the impact to the neighborhood. The students have been parking on 11 th Avenue with no regard for the residents that live there. They speed, throw garbage on our lawns, park on the lawns and boulevard, (see pictures) and yes, urinate on the street and boulevard. This continues to happen even after many requests to stop. With this in mind and for the safety of the small children and to curtail the constant cleanup, we petition the City to put up UNo Parking" signs in this 2 block stretch.
