Michael Leek, Community Development Director SUBJECT: Request for direction from Council on 1) whether to proceed further with the 2002 Comprehensive Plan Update (the Update), 2) further changes to be made to the Update prior to proceeding, and 3) additional process steps the Council wishes to occur. MEETING DATE: August 28, 2002 INTRODUCTION: Since late 2001 city staff and Northwest Associated Consultants (NAC) have been collecting information, developing concepts for discussion, and obtaining reaction to the concepts developed. Staff is now requesting direction from Council as to whether it wishes to proceed any further with all or any part of the Update. DISCUSSION: From December 17, 2001 to June 27 2002, staff an NAC collected information from interviews, committee meetings, and open houses. This input was summarized and set forth in a document that was shared with the City Council ("Community Perspectives, dated August 13,2002). A copy of page 10 of the Community Perspectives document is attached for the Council's information as it sets forth the ways in which input was initially sought. The input served as the basis for the first draft of the Update, which was presented to the Council, Planning Commission, Economic Development Advisory Committee, and the Environmental Advisory Committee for their discussion and input at 2 workshop meetings in April ofthis year. After 2 revisions of the draft, the document was presented to the public for their input at 2 open houses that occurred in July and August of this year. Staff has already shared the input received during or shortly after the open houses in writing with the Council. It is clear that the element of the draft Update that has generated the most interest and comment is the Riverfront/First Avenue District. Staff and NAC have been working to revise the text of that section to be responsive to the expressed concerns as much as possible. It is also pretty clear that there has not been a lot of controversy surrounding the other elements. However, before any more of the City's resources are dedicated to the Update, staff is asking Council for direction as to whether it wishes to see the Update process to continue at all. If it does, staff would appreciate specific direction as to 1) any changes the Council by consensus wishes to see made, and 2) and additional process steps the Council wishes to have taken. The Marschall Road District . The Transportation Plan . The Natural Resources Plan . Implementation ACTION REQUESTED: Council is asked to take 3 actions: 1. By motion direct staff whether to proceed any further with consideration of the 2002 Comprehensive Plan Update. If the Council chooses to proceed, it should instruct staff as to which ofthe elements it wishes to see move forward in review. 2. If the Council directs that some or all elements of the Update move forward, the Council should, by motion or by explicit consensus instruct staff as to additional changes that should be made in the draft document before it is moved forward to public hearing. 3. If the Council directs that some or all elements of the Update move forward, the Council should, by motion or by explicit consensus instruct staff as to any additional process the Council wishes to pursue (e.g. additional open houses or other meetings) prior to the Update being distributed for public hearing. -d4~~ R. Michael Leek Community Development Director G:\CC\2003\09-02\Compplanupdate.doc 2 I Community Perspectives TACTICS INTERVIEWS To help define the scope and direction for updating the Shakopee Comprehensive Plan, initial interviews were conducted with the City Council, Economic Development Advisory Committee, Environmental Advisory Committee, Park and Recreation Advisory Committee, Planning Commission, Vision Shakopee, Scott County Housing and Redevelopment Authority, local business owners, City and Scott County staff. A number of public meetings were also held including a community-wide open house and four neighborhood-level meetings which were designed to obtain community input on the four key study areas: West End, Downtown, Riverfront I First Avenue and Marschall Avenue as well as community-wide issues. The following table illustrates the dates, groups and meetings that were held to learn what issues the public deemed important and to ascertain local community perspectives that will establish the basis of this Comprehensive Plan update. Generally, there was strong consensus on many topics, however, where opinions ciiffered on specific topics, both sides of the issues have been presented. The following perceptions and issues present topic areas that will require specific attention as the Cqmprehensive Plan update process proceeds.
