15.F.I,
City of Shakopee Be.u~~eJ
Memorandum C6f\~l\t
TO: Mayor, City Council
Mark McNeill, City Administrator
FROM: Tracy Schaefer, Assistant to the City Administrator
SUBJECT: Two-Hour Parking on 3rd Avenue
MEETING DATE: September 16, 2003
Introduction
The Administration Department is seeking authorization to post two-hour parking, from 8
am - 5 pm, on the North half of 3rd A venue between Lewis and Sommerville Streets.
Background
City staff expects library customers to at least triple after the opening ofthe new library.
Although the parking lot, located behind the library, has 51 parking spaces, some street
parking will be needed during peak hours and special events.
In order to lessen the impact on existing residents and businesses in the downtown area,
staff recommends posting two-hour parking rather than eight-hour parking to encourage
long-term library users to utilize the parking lot.
Several downtown business owners have also approached staff and feel the two-hour
parking would be beneficial. County Library Director, Vanessa Birdsey, also supports
the two-hour parking restriction.
Recommendation
Staff recommends posting parking on the North half of 3rd A venue between Lewis and
Sommerville Streets to two-hour parking, instead of eight-hour parking.
Action Requested
If council concurs, they should by motion authorize, appropriate city staffto post two-
hour parking, from 8 am - 5 pm, on the North half of 3rd A venue between Lewis and
Sommerville Streets.
