SUBJECT: One-Way Alley - Library

Introduction
The Administration Department is seeking authorization to designate the library alley
between 3rd and 2nd A venues one way from West to East.
Background
City staff expects library customers to at least triple after the opening ofthe new library.
With the increased number of customers, city staff and its architects anticipate traffic
safety concerns of the alley next to the library building between 3Td and 2n Avenues.
To ensure public safety, staff recommended and council concurred that the alley will be
reconstructed. In addition to the reconstruction, the apron into the library from the alley
was only designed as an entrance and not as an exit. This will allow customers to drop
off their books at the book drop and drive around the library and park in the parking lot
without having to drive the entire block. The main entrance off of 3rd A venue between
Lewis and Sommerville Streets is both an entrance and an exit for library customers.
To maintain safety, city staff recommends that the alley be changed from two-way traffic
to a one-way alley. All businesses, located on the block, will still have adequate
capabilities to enter and exit their properties without being inconvenienced.
Recommendation
Staff recommends designating the library alley between 3rd and 2nd Avenues one way
from West to East.
Action Requested
If Council concurs, they should by motion authorize, appropriate city staff to designate
the library alley between 3rd and 2nd A venues one way from West to East.
