GENERAL PARKING PROHffiITIONS. MEETING DATE: September 16, 2003 DISCUSSION: During a workshop earlier this year the Council discussed problems associated with occupancy of single-family homes. Among the problems was parking of cars in such a way as to block mailboxes resulting in failure to receive mail. The City Code at Sec. 9.02 already provides a number of prohibitions on parking. To address the concern noted above, staffis recommending a change to Sec. 9.02 that would prohibit parking within 20 feet of mailboxes from Monday to Saturday between the hours of 8 a.m. and 5 p.m. ALTERNATIVES: 1. Offer and approve Ordinance No. 681 as presented, an ordinance containing general parking prohibitions. 2. Offer and approve Ordinance No. 681 with revisions, an ordinance containing general parking prohibitions. 3. Do not approve Ordinance No. 681. 4. Table the matter and request additional information. CONSENT ORDINANCE NO. 681, FOURTH SERIES AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA, AMENDING CHAPTER 11.46 ZONING ORDINANCE AMENDMENTS THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, ORDAINS: Section I - That City Code Chapter 9, Zoning, Section 9.02, is hereby amended by adding the language which is underlined and deleting the language which is stlUckthrough. City Code Sec. 9.02. GENERAL P ARKING PROHmITIONS~ It is unlawful for any person to stop, stand or park a vehicle except when necessary to avoid conflict with other traffic or in complieance with the specific directions of a police officer or traffic control device in any ofthe following places: (1) on a sidewalk; (2) in front of a public or private driveway; (3) within an intersection; (4) within ten (10) feet ofa fire hydrant; (5) on a crosswalk; (6) within twenty (20) feet of a crosswalk at any intersection; (7) in a sign-posted fire land; (8) within thirty (30 feet upon the approach to any flashing beacon, stop sign or traffic control signal located at the side of a roadway; (9) within fifty (50) feet of the nearest rail of a railroad crossing except in a parking lot; (10) within twenty (20) feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of said entrance when properly sign-posted. (11) Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic; (12) On the roadway side of any vehicle stopped or parked at the edge or curb of a street; (13) Upon any bridge or other elevated structure upon a street; (14) At any place where official signs prohibit or restrict stopping, parking or both; (15) In any alley, except for loading or unloading and then only so long as reasonably necessary for such loading and unloading to or :from adjacent premises~ er. Section 2 - - Effective Date. This ordinance becomes effective from and after its passage and publication.
