Soccer Facility Irrigation \ , CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark Themig, Facilities and Recreation Director Meeting Date: September 30, 2003 Subject: Soccer Facility Irrigation INTRODUCTION City Council is asked to provide direction to staff on a possible change in the soccer facility irrigation system that would provide irrigation outside of the play areas. BACKGROUND AND DISCUSSION The soccer facility irrigation system was designed to primarily irrigate the play areas, leaving the perimeter of the site without irrigation (see Attachment A). Throughout our continued communication with adjacent residents, one of the questions they have asked was why the perimeter of the site isn't irrigated. In general, the City has provided irrigation primarily in sports facilities, such as ball fields, the football field, etc. However, there are two examples where irrigation has been provided in more general park use areas: around the skate park and in portions of Lions Park adjacent to the picnic pavilions and bathrooms. (The Lions Club installed the irrigation at Lions Park.) Installing irrigation around the perimeter of the soccer complex would help provide a more uniform turf area throughout the site, and it would provide water for a majority of the trees being planted on the site reducing watering needs for Park Maintenance staff. However, it is a variation from how we have handled most non-play turf in the past. Finally, as you know, the irrigation system is a cooperative effort with Shakopee Area Catholic Education Center where we are sharing a single irrigation well. One of the concerns that SACEC expressed during the design of the irrigation system was that there be enough capacity in the system to accommodate the future development of approximately ten acres south of their school site. Even with the current system, it will take more than 12 hours to water all of the City's and SACEC's property if it's done consecutively. In order to accommodate an additional ten acres, we will need to look at options such as alternate watering days, watering later into the morning, etc. As I understand, there is no timeline for developing these 10 acres; however, I wanted to acknowledge this concern. BUDGET IMPACT S.M. Hentges & Sons has provided a quote to add this irrigation at a cost of $11,973.15. The 2003 CIP allocated $660,000 for this project. Authorize additional irrigation to incorporate the perimeter of the site, and award a change in favor of S. M. Hentges & Sons in the amount of $11 ,937.15 for this work. 2. Do not authorize the additional irrigation. 3. Table for additional information. RECOMMENDATION Although this is an optional improvement, I believe that installing the additional irrigation system will improve the overall quality of the site. I recommend Alternative #1. REQUESTED ACTION By motion, authorize the installation of additional irrigation and award a change in favor of S.M. Hentges & Sons in the amount of $11 ,937.15. ~~~ Mark Themig ?
