SUBJECT: Fire Station Reroofing Design

INTRODUCTION:
The Council is asked to accept a proposal by Oertel Architects for the design of reroofing
specifications for the downtown Fire Station No. 50.
BACKGROUND:
The downtown Fire Station has a number of structural and building maintenance
problem. It was determined earlier this year, however, that the members of the Fire
Department preferred to stay at that location for at least another five years, rather than
building replacement Station 1.1 on Vierling Drive.
In order to extend the building life by five years, those structural and cosmetic issues
need to be resolved - removal and replacement ofthe exterior stucco, replacement of
pedestrian doors, and what has been determined to be an entire reroofing ofthe existing
building will be needed. The total cost of all the components together are far in excess of
$50,000, the threshold for which competitive bids are needed. Rather than do the work
through a general contractor, it has been determined that as much of this work would be
done in house as possible. However, the reroofing part itself exceeds $50,000, and
therefore, competitive bids must be sought.
Earlier this year, a Fire Station Study Committee made up of Councilor Link, several
members of the Shakopee Fire Department, Building Maintenance Lead Duane Toenyan,
and the City Administrator met to look at the building, with the intent being to put
specifications for bidding together in-house, rather than using a professional architect.
However, as we have worked to try to put those specifications together, I have found that
it is a complex issue, and am concerned that the project is being unduly delayed,
Recently, while meeting with Oertel Architects (the firm that has been hired to do
remodeling specifications for the Public Works building), I asked if they would be
interested in assisting on the Downtown Fire Station reroofing. Jerry Oertel submitted
the attached sheet. As shown, they would put together all the specifications needed prior
to the bid process, for $2,500. That is roughly one-fourth the cost that had been
submitted by the other architectural firm. However, for a "apples to apples" comparison,
additional hours of Oertel's time would be needed for such things as pre-construction
conferences, review of bids, project administration, and project inspection. However,
given probable additional costs for this extra work, it could still be done for an estimated
$5,000.
Note that the roofing work should be done first and prior to final sealing of roof edges
with an edgecap, the exterior stucco should be removed and replaced. Public Works
Superintendent Mike Hullander has worked with the Sentence to Service crew, who
could be available to do that over the winter. If STS is not available, we would look to
the Public Works crew to do that during down time as weather permits this winter.
BUDGET IMPACT:
The cost for professional fees, as well as the reroofing contract itself, will come from the
Building Fund.
RECOMMENDATION:
I recommend that the City authorize Oertel Architects to prepare pre-bid plans and
specifications for the reroofing of Fire Station No. 50, and also provide additional
services to be determined later, The estimated cost ofthis work is $5,000.
Councilor Link is in agreement with this concept.
ACTION REQUIRED:
If the Council concurs, it should, by motion, authorize staff to enter into an agreement
with Oertel Architects to prepare reroofing plans and specifications for Downtown Fire
Station (No. 50).

Shakopee Fire Station #50 Re-roofing
Dear Mr. McNeill,
Per your request, we propose to provide the services, as discussed at our meeting last week, to
prepare specs for the roofing work at the Shakopee Fir€l Station #50.
Included in our scope is the following:
On-site-review of the roof
Preparation ofa basic roofplan for bidding purposes (i.e. configurations and dimensions)
Preparation of specifications for roof demolition, re-roofing and sheet-metal work
Providing a bid package for the project
Not included in the scope are the preparation of as-built drawings, detailing, testing, on-site
construction services and the related construction services. We could provide this on an as-
needed basis, working with our hourly rates, or provide you a fee for this as well.
To perfonn the tasks identified, we propose a fee of$2,500.00. This will include our
reimbursable costs, but will not include the printing of a:1Y bid sets or the costs for advertisements
for bid.
