CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: River District Trunk Sewer Line Reconstruction, Project No. 2003-1, Authorization of Additional Design DATE: October 21, 2003 INTRODUCTION: Attached is an extension agreement with Bonestroo Rosene Anderlik and Associates, Inc. to provide additional engineering services to complete Phase I design on the River District interceptor replacement project. BACKGROUND: On June 17, 2003, City Council did authorize the execution agreement with Bonestroo Rosene Anderlik and Associates to provide design engineering services for the River District Sewer interceptor reconstruction, Project No. 2003-1. Attached to this memo is an additional extension agreement to provide design engineering services for replacement of the east River District Sewer line, from L-16 to C.R. 101. In preparing the design for the replacement and reconstruction of the River District sewer line, from the Lewis Street bridge to lift station L-16, owned and operated by the Metropolitan Council, staff did additional investigation work of the sewer line east of L- 16 to determine its condition for future design phases. During this investigation, it was determined that the east River District line is located in the Valley Haven trailer park property and is in poor condition. The sewer line is under approximately nine trailers and would be difficult to replace due to the trailers being located over the sewer line, and due to the fact that in 1999 this property was torrenced and there was no easement that was detected by the City on this property, City staff, along with Bonestroo Rosene Anderlik & Assoc. design personnel, has determined that a relocation of the trunk sewer line in this area is necessary land needs to proceed as soon as possible due to the condition of the sewer pipe in this area. Staff has met with the property owner to the west of the Valley Haven trailer park, where there is an existing 50-foot easement for the Met Council for their forcemain from L-16 to the Blue Lake Treatment Plant. It is proposed to work with the property owner to gain an easement in this area and an encroachment agreement with the Met Council for a gravity sewer line to be placed in this easement with the Met Council's forcemain. Staffbe1ieves it is prudent for the City to include this work with the River District reconstruction design, and to have this trunk sewer line relocated and replaced as soon as possible. Attached is a drawing showing the existing sewer location and the proposed new location associated with this project. The attached extension agreement with Bonestroo Rosene Anderlik & Assoc. does indicate an additional cost for design and soil boring work to be in the amount of $27,500.00. Staff would recommend that this extension agreement be authorized for this design work to continue in this area. ALTERNATIVES: I. Authorize the appropriate City officials to execute an additional extension agreement with Bonestroo Rosene Anderlik & Associates to provide enginieering services for designing the east River District Interceptor, from L-16 to c.R. 101 as part of Project No. 2003-I. 2. Do not authorize an extension agreement with Bonestroo Rosene Anderlik & Associates. 3. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No.1, to execute the additional extension agreement with Bonestroo Rosene Anderlik & Associates, to complete the design of the east River District trunk sewer, from L-16 to C.R. 101, due to the poor condition of the trunk sewer in this area and its location in the Valley Haven trailer park. Costs for this work would be paid out of the Sanitary Sewer Enterprise Fund. City Engineer / Public Works Director City fo Shakopee 129 Holmes Street South Shakopee,~ 55379 Re: Estimate of Additional Cost to Provide Engineering Services - Partial Replacement of East River Interceptor Bonestroo Project No. 77-03-104 Dear Mr. Loney: As shown on the attached graphic, the East River Interceptor passes under a row of mobile homes. Televising ofthis line was attempted this past spring. However, the entire line could not be televised because of a blockage that wouldn't allow the television camera to pass by. That portion of the line that was televised was found to be in very poor condition. Public Works Staff is very concerned that the line could become totally blocked. Should a blockage occur, repair of the line would be extremely difficult and time-consuming due to the mobile homes located over the line. Moving the mobile homes to excavate and repair the line would likely take a matter of days to accomplish. A temporary pumping system would be necessary during this period of time at a large additional expense. To prevent an expensive and difficult emergency repair, a partial replacement of the East River Interceptor could be constructed in conjunction with the Phase 1 - West River Interceptor project. The partial replacement would extend from the MCES Lift Station L-16 to the south curb line of First Avenue (County Road 101) as shown on the attached graphic. The replacement East River Interceptor would require easements from Canterbury Park who owns the Shakopee Valley R V Park and from the individual who owns the property that is currently being used as an overflow lot by Apple Ford. Contacts have been made with both of these owners. They have both given favorable responses regarding granting ofthe required easements. Our engineering agreement with the City of Shakopee does not include the design of the partial replacement of the East River Interceptor. We estimate the additional fee to complete this design at a maximum of $20,000. Our engineering agreement also includes an allowance of $8,500 for soils work. This allowance of$8,500 should be increased to $16,000. The additional soil borings and piezocone probes related to the settlement analysis through the fill area of Huber Park cost approximately $5,000. An additional $2,500 should be authorized for potential soils work related to the partial replacement of the East River Interceptor. Although we have obtained soil boring information from the MCES from their forcemain project, we may wish to do some additional auger borings to define top of rock.
