SUBJECT: Budget Workshop Meeting Date
DATE: October 30, 2003
INTRODUCTION:
The Council is asked to call for a workshop to be held November 19th to consider
unresolved questions relating to the FY 04 City operating budget.
BACKGROUND:
In September, the City Council adopted a preliminary budget, which called for a 14.9%
increase in property tax levy, the maximum amount that could be levied under law. The
intent was to later review specifics related to the budget, with the understanding that
reductions could be made up to the time of the Truth In Taxation Hearing. The Truth In
Taxation hearing is scheduled on Monday, December 1 st.
There are several important, but as yet unfunded budget decision packages for 2004.
Those include such things as:
PARK AND RECREATION:
Community Center Carpet Replacement
Fitness Area
Teen Center
Taphah Park Equipment Replacement
Park Comp Plan Update
Recreation Revenue Increase
ADDITIONAL STAFF POSITIONS:
Records Clerk (to add to existing PT in City Clerk's Office, and PW)
Public Works Maintenance Operator
Up to Six additional Police Officers
Building Inspector
Woodland Review Staffing
MISCELLANEOUS:
Entrance Monument
Pavement Preservation
Contract vs. In-house Custodial
Historic Preservation Study
Former Police Employee Insurance
Police Holiday Pay
Accessibility Study
Use of General Fund Reserves for FY 04
Many ofthe unresolved issues will require the presence of Facilities and Recreation
Director Mark Themig. He is unavailable from October 30th to November 17th. That,
combined with the need to finalize information to publish the proposed figures for the
Truth In Taxation Hearing by November 20th, provides a very narrow timeframe in which
to review these issues.
Therefore, I recommend that a special workshop be called for Wednesday, November
19th, to begin at 6:00 PM. Ifthere is an issue that cannot be resolved that evening, the
discussion could be continued to Monday, November 24th. However, any resulting
revisions would not be able to be included in the advertisement for the Truth In Taxation
Hearing.
RECOMMENDATION:
I recommend that a workshop be scheduled for Wednesday, November 19th, to begin at
6:00 PM. It is also recommended that any newly elected member of the City Council be
invited to sit in on that workshop.
The meeting location in the Council Chambers will require a relocation ofthe meeting of
the Environmental Advisory Committee.
ACTION REQUIRED:
Ifthe Council concurs, it should, by motion, call for a special workshop meeting to
consider the FY 04 Budget, to be held beginning 6:00 PM, Wednesday, November 19th.
