CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: 2003 Traffic Studies for Various Intersections in the City of Shakopee DATE: October 21,2003 INTRODUCTION: The City Engineering Department annually conducts several traffic studies throughout the summer months for stop warrants. Attached to this memo is a traffic study and staff s recommendation. BACKGROUND: Throughout the year staff has received requests for traffic sign studies from residents, Council and staff. Attached is the traffic study report on various intersections in the City and are as follows: . Shenandoah Drive and Eastway Avenue . Thrush Street and Cardinal Drive . Brittany Drive and Downing Avenue Also, staff has done some preliminary studies on Spencer Street and Shakopee Avenue, as well as Fuller Street and Vierling Drive, for Council review and consideration. Another intersection that has not been studied fully but is an intersection for concern is the intersection in the Southbridge Crossing commercial area at Old Carriage Court, north of Old Carriage Road. This intersection has had six accidents this year after opening of the commercial district in March. The City of Shakopee has prepared a Signing Plan to address the signage in the City and policies for traffic control signage. Per City Code, the installation and removal of any traffic regulatory signs must be authorized by the City Council. Study areas were investigated for stop sign control and to review the level of traffic speed. I Study No.1 - Shenandoah Drive and Eastway Avenue I This area was studied after requests from nearby residents to look at three-way stop signs for this intersection, due to the speed of vehicles from Shenandoah Drive onto Eastway Avenue. Eastway A venue does have stop sign control and currently Shenandoah Drive, which is a City collector street, does not. This intersection has three legs, however, Shenandoah Drive is projected to be extended in the future and connect up with 12th Avenue as a main connection from c.R. 101 to C.R. 83. Currently, the traffic is such that Shenandoah Drive and Eastway Avenue and the easterly leg of Shenandoah Drive to Canterbury Park has about the same amount of traffic on each leg. According to the City's signing manual and policies, this intersection would not warrant a three way stop condition or an all way stop sign at this time. However, due to the equal amount of traffic on all three legs, Council may want to give consideration for an all way stop. One of the things that staff would caution is that placing a stop sign on Shenandoah Drive now may make it difficult to remove this stop sign later on when Shenandoah Drive is extended to 12th Avenue. I Study No.2 - Brittany Drive and Downing Avenue I This area was studied in 2002 and did not meet the warrants, at that time, for a two-way stop sign. Council did indicate that staff should re-analyze that intersection at a later date to see if warrants would be met. Staff did study this intersection again, and this intersection does not have the necessary volumes, accidents or the pedestrian volumes needed to meet warrants. There is a slight sight distance problem at the intersection south of Downing A venue from a hill. However, that is only one warrant as the small number of traffic and no accidents seems to indicate that this intersection is functioning. The recommendation from this study is no change. I Study No.3 - Cardinal Drive and Thrush Street I According to the study, this intersection does not meet the criteria for any stop sign control. Thrush Street is a local feeder route for Pheasant Run to Independence Drive and also will be extended to C.R. 83. It is anticipated that the traffic counts on Thrush Street will increase as development in this area increases. At this time, if any stop sign control would be placed at this intersection, it should be placed on the vehicles on Cardinal Drive to stop and allow the Thrush Street traffic to continue through as a local feeder route. At this time the traffic counts and the accident history do not warrant any stop sign control at this intersection. Staff would recommend that this intersection be monitored as development increases in the City. Also, Council has asked staff to look at Fuller Street and Vierling Drive intersection. The number of accidents for this intersection are as follows: . 2001 - Three accidents . 2002 - No accidents . 2003 - Two accidents Staff would recommend that this intersection be studied next summer after Vierling Drive is constructed to C.R. 15 and more traffic will be utilizing these roadways. Another intersection of concern is Old Carriage Court North and Old Carriage Road, A study should be conducted into all stop conditions. Staff intends to complete traffic counts as this intersection has shown high accident counts. In summary, the intersection studies done this year do not meet the City's approved signing policy. However, the Council does have discretion, ifthey feel signs need to be installed to order those signs as they so desire by approved motion. ALTERNATIVES: 1. Direct staff not to install stop signs to the intersections in Study Areas No.1, No. 2 or No.3, as recommended by the report (the report does not recommend installation of any stop signs at this time). 2. Direct staff to install stop signs in Study Areas No. I, No.2 and No, 3, as determined by the City Council. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1. However, Council does have the discretion to review the intersections and provide direction to staff as to traffic control signage. TOPOGRAPHIC OVERVIEW I I Does the Intersection of Shenandoah Drive and Eastway Avenue I Meet the Warrant for a Two-Way Stop Sign? A stop sign is warranted if two of the following four conditions exist: I (Conditions are from the Shakopee Signing Manual, October 26, 1998) 1.) If the major street traffic volume is more than 1000 vehicles per day and the I Minor street traffic volume is less than 50% of the major street traffic volume. I The major street, southbound Shenandoah Drive to eastbound Eastway Avenue does meet the requirement for traffic volume. Upon initial inspection this intersection does meet the requirement since the maj or turning movement is from southbound I Shenandoah Drive to eastbound Eastway A venue. Turning movements were not analyzed for this intersection since it would have required excessive investigation. I 2.) There has been more than two reported accidents, per year in the previous two years or, three reported accidents in the previous years of a type correctable with stop sign installation. I The intersection of Shenandoah Drive & Eastway Avenue had zero (0) reported accidents in 2002 and zero (0) reported accidents in 2003. The intersection does not I meet the requirement. 3.) The pedestrian volumes across the minor approach (that which would be I stopping) is more than 15 pedestrians per hour during the A.M. and P.M. peak traffic hours. I The intersection of Shenandoah Drive & Eastway A venue does not meet the requirement. I 4.) If the safe stopping distance of the minor approach is restricted by less than 300 feet by horizontal and/or vertical roadway alignment or by other permanent obstructions. I Sight distance is not a concern at this intersection. The intersection does not meet the requirement. I NOTE: This intersection currently has two stop si2:ns on Eastwav Avenue. There also appears to be a precedence of cars makin2: a left turn from the ri2:ht I drive lane on Shenandoah Drive to Eastwav Avenue. I I I I I Does the Intersection of Shenandoah Drive and Eastway Avenue I Meet the Warrant for an All-Way Stop Sign? A stop sign is warranted if three of the following five conditions exist: I (Conditions are from the Shakopee Signing Manual, October 26, 1998) 1.) If the major street traffic volume is more than 1500 vehicles per day and the I minor street traffic volume is greater than 750 vehicles per day. I The major street, southbound Shenandoah Drive to eastbound Eastway Avenue does meet the requirement for traffic volume. Upon initial inspection this intersection does meet the requirement since the major turning movement is from southbound I Shenandoah Drive to eastbound Eastway A venue. Turning movements were not analyzed for this intersection since it would have required excessive investigation. I 2.) There has been more than two reported accidents, per year in the previous two years or, three reported accidents in the previous years of a type correctable with stop sign installation. I The intersection of Shenandoah Drive & Eastway A venue had zero (0) reported accidents 'in 2002 and zero (0) reported accidents in 2003. The intersection does not I meet the requirement. 3.) If the pedestrian volumes crossing any approach is more than 15 pedestrians per I hour during the A.M. and P.M. peak traffic hours. If the safe stopping distance on the uncontrolled approach is restricted by less I than 300 feet by horizontal and/or vertical roadway alignment or by other permanent obstructions. I Sight distance is not a concern at this intersection. The intersection does not meet the requirement. I 5.) If the 85th percentile speed in the intersection is greater than 35mph and highest reported speed with two or more observations greater than 45mph. I The speed at this intersection was found to have an 85th percentile speed of 20 mph. The intersection does not meet the requirement. I NOTE: This intersection currently has two stop si2:ns on Eastwav Avenue. There also appears to be a precedence of cars makin2: a left turn from the ril!ht drive lane on Shenandoah Drive to Eastway Avenue.
