SUBJECT: Purchase of2003 Bobcat S300 Loader
INTRO~UCTION:
The Public Works Department (parks Division) identified a need in the 2003 Capital
Equipment Budget to purchase a snow removal unit (i.e. Bombardier, MT Trackless,
Holder) or a larger skid steer loader with greater hydraulic output. This unit will aid in
the removal of snow from the city's 23 miles of sidewalk and 18 miles of trail.
BACKGROUND:
The City of Shako pee Ordinance Sec. 7.04 Subd. 1 states: All snow and ice remaining on
public sidewalks is hereby declared to constitute a public nuisance and shall be abated by
the owner or tenant of the abutting private property within twenty-four (24) hours after
such snow and ice has ceased to be deposited upon property zoned commercial and
within thirty-six (36) hours after such snow or ice has ceased to be deposited upon
property zoned other than commercial. The Public Works Department is responsible for
snow removal on all sidewalks and trails along collector streets. Staff also removes snow
from sidewalks abutting the public parking lots downtown and a minor amount of
sidewalks in heavily used connecting corridors. Currently the Public Works Department
has struggled to meet these requirements.
During snowfall events, as you are aware, all full-time and part-time employees are
assigned snow plow routes based on city policy priorities: streets, alleys, parking lots,
sidewalks and last skating rinks. The Public Works Department has been able to remove
snow in the downtown area, along Marschall Road and 10th Avenue on the day of the
plowing event with the remaining sidewalks cleaned the following days. The bobcats are
also used to remove snow from the sidewalks from the downtown when the snow needs
to be removed and hauled away. Staff loses an additional day when this occurs. To date it
is difficult to adhere to ordinance with existing staff and equipment.
For the immediate future, Public Works is requesting an additional skid steer loader,
which as you can see with the attached quotes is 1/3 the cost of a snow removal unit,
(Bombardier, MT Trackless or Holder) and is also more versatile for year round use
which can be used by the other Public Works Divisions. Public Works currently uses two
bobcat skid steer loaders for sidewalk snow removal.
As the city continues to develop staff believes the city ordinance can be adhered to with
this purchase and the future hiring of additional part-time staff assigned designated
sidewalk routes on the day of a snow plowing event.
Public Works was looking at a second option of asking council to amend the city
ordinance and require only the trails to be cleared of snow along all collector streets
where trails are on one side and sidewalks are on the opposite side. This proposal is
problematic in the fact where this occurs is in the area of Sunpath Elementary and
S.A. C. S. new school, with the sidewalk abutting the schools along 17th A venue and
Independence Drive.
Using State Bid Pricing Public Works is requesting to purchase the following:
Equipment Price
1. One new Bobcat S-300 Skid Steer Loader $31,825.20
2. One new SB 200 Snow blower $ 3,019.28
3. One new 2003 Felling Ft-3 Trailer (for transport) $ 1,976.90
4. 42" Pallet Forks (to replace existing worn pallet forks) $ 517.59
Total Purchase Price $37,338.97
ALTERNATIVES:
1. Approve the purchase of one new Bobcat S-300 Skid Steer Loader with
attachments and trailer, from Lano Equipment Inc. at the price of$37,338.97
2. Deny the request.
3. Table for additional information.
ACTION REOUESTED:
Move to authorize staff to purchase one new Bobcat S-300 Skid Steer Loader with
attachments and one new Felling FT -3 Trailer for the price of $37,338.97. The purchase
to be expended from the Capital Equipment Fund.
