fir' /5. /3, /J MEMO ON TABLE CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Design Issues on 2003 Street Reconstruction, Project No. 2003-3 DATE: November 5, 2003 INTRODUCTION: This agenda item is for the Council to consider design changes in the 2003 Reconstruction Project, and in particular the sidewalk along Viking Steel Road along the Kelley Fuel parceL BACKGROUND: Staff has done a benefit appraisal on the Kelley Fuel parcel and is in negotiations with the property owner and his attorney for an assessment agreement on his parcel with this project. In the negotiations, one of the items that was discussed during the design and negotiations on this assessment agreement is the sidewalk along the Kelley Fuel parcel on Viking Steel Road and whether it is necessary or not. Council's practice, in the past for collector streets, is to put in a bituminous trail and a concrete sidewalk on either side of the collector street to facilitate pedestrian traffic. This policy and practice has been done for all collector streets, with most of these collector streets being in residential areas. This particular collector connection on Viking Steel Road, from Fourth Avenue to C.R. 101, is a low volume collector and is through an industrial zoned district. Staff has analyzed the design of a sidewalk and would recommend that a sidewalk not be placed along the Kelley Fuel parcel and offer the following reasons: . A bituminous trail would be constructed on the east side of Viking Steel Road connecting Fourth Avenue to C.R. 101 providing a pedestrian connection, from the residential area to Memorial Park, and one connection would be sufficient in staff s opinion. . The City does pay for the cost of the sidewalk and ongoing maintenance and by eliminating the sidewalk on one side, in this particular area, the City does save money from the initial cost and the ongoing maintenance. . This is a low volume collector, mainly to serve industrial properties that will develop in this area. . Further cost savings with a reduction of the railroad crossings with the Union Pacific Railroad due the elimination ofthe concrete sidewalk along one side. The elimination of the sidewalk on the Kelley Fuel side does assist in the negotiations for the assessment agreement and in the right-of-way negotiations to facilitate this project. However the underlying reason for the elimination of the sidewalk is that in staff's opinion this sidewalk is not as necessary in an industrial zoned area as it would be in a residential zoned area and in particular with a low volume collector street. It would be my recommendation that Council consider elimination of the sidewalk route for the reasons stated in the memo. ALTERNATIVES: 1. Adopt a motion authorizing staff to eliminate the sidewalk along Viking Steel Road, from Fourth Avenue to C.R. 101 along the Kelley Fuel parcel. 2. Do not pass a motion authorizing staff to eliminate the sidewalk along Viking Steel Road by the Kelley Fuel parcel, and reaffirm the need for a sidewalk in this area. 3. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No.1, for the reasons stated in this memo.
