SUBJECT: Special Council Meeting - Ryan Proposal
DATE: October 30, 2003
INTRODUCTION:
The Council is asked to consider calling a special meeting for Tuesday, December 9th, to
consider aspects related to the proposal of Ryan Companies for the Valley Green
Business Park property.
BACKGROUND:
At its meeting of November 5th, City Council will be asked to consider the rezoning
request of Valley Green Business Park.
There are still many issues that have yet to be decided on this proposal. In October and
November, various land use and financing proposals have been, or will be reviewed by
the Planning Commission, Environmental Advisory Committee, PRAB, and Economic
Development Advisory Commission, respectively.
Assuming the rezoning is approved, the City Council will be asked to approve a Planned
Unit Development (PUD) plan, preliminary plat, and conditional use permit (CUP) under
the shoreland regulations, as well as several agreements relating to establishment of plant
communities in the proposed shore land buffer zone, maintenance of the buffer zone, and
conservation and drainage areas, and public improvements. The City Council will be
asked at its meeting of November 18t to call a public hearing (for December 9th) to
consider a request for abatement of a portion of the taxes paid for commercial propert~
(that proposal is currently being drafted and should be available for the November 18t
meeting).
Given the interest in this project and the complexities involved therein, it is likely to be a
lengthy discussion. Rather than place this on the agenda of a regular EDA/City Council
meeting, my recommendation is to hold a special meeting in which action could be taken,
that is separate from other business on a regular City Council evening. For that reason, it
is suggested that a special meeting be held on December 9t\ which would be dedicated
solely to multiple actions related to the Ryan proposal.
RECOMMENDATION:
I recommend that Council call for a special meeting on Tuesday, December 9th, to
consider a variety of actions relating to the Ryan proposal. The Council may choose to
start at 6:00 PM.
ACTION REQUIRED:
Ifthe Council concurs, it should, by motion, call for a special meeting to be held
Tuesday, December 9t\ to begin at 6:00 PM, (or any other start time as may be so
designated), to consider actions relating to the Ryan Companies proposal for property
located west of Dean Lake.
