CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Request to place Material in Shenandoah Business Park DATE: November 19, 2003 INTRODUCTION: United Properties, the property owner and developer of the proposed Shenandoah Business Park by Shenandoah Drive and 4th A venue is requesting a grading permit to place material for future use of the Shenandoah Business Park. BACKGROUND: Shenandoah Business Park has prepared and has an approved AUAR for their proposed business park. Attached is a drawing showing a potential layout on the business park. United Properties intends to plat the property next year and needs over 250,000 cubic yards of fill to make the site work for future office and warehouse uses. Mr. George Burkards of United Properties is the project manager and has 30,000 cubic yards of material available and is requesting a grading permit to place the material on the site. Staff is asking Council if they would permit placement of this material for future use since this site does not have a preliminary plat approval. If Council allows the placement of the material, staff would require the property owner to place the material in an area that minimizes the existing vegetation and no higher than six feet and protect the site from erosion with proper erosion control measures. The question to Council is whether to allow the placement of material on the site now or wait for a preliminary plat or more information. Staff believes an appropriate place can be found on this site and placing material for future use would help the site develop. This site has been vacant for several years and due to the high rock elevations on the site, the site needs to be raised with fill material. . y - . . ALTERNATIVES: 1. Move to approve a motion allowing United Properties to apply for a grading permit for placement of fill on the Shenandoah Business Park site. 2. Do not approve a motion allowing United Properties to apply for a grading permit for placement of fill on the Shenandoah Business Park site. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1 as the placement of material can be done to facilitate the development of this business park and the grading permit will be reviewed by engineering, community development, and natural resources to insure the material placed is done in a manner to minimize damage to the existing site.
