Consider 8-hour Parking-Library Parking Lot \5',f.1 City of Shakopee co~u;~rrJl Memorandum 1B~~t.,y TO: Mayor, City Council Mark McNeill, City Administrator FROM: Tracy Schaefer, Assistant to the City Administrator SUBJECT: Consider 8-Hour Parking - Library Parking Lot MEETING DATE: December 2, 2003 Introduction Council should consider posting 8- hour parking for the new library parking lot. Background Per City Council Code, Section 7.03, Parking and Traffic Control, requires Council action for any device, sign or signal to be erected or maintained for traffic or parking control, thus the Council must approve the installation of such. Staff is recommending that "8-Hour Parking" signs be installed in the new library parking lot, located behind the new library building. City and Library staff have had difficulties with residents parking ovemightand throughout the day for personal use, rather than library or downtown business use. Such uses as parking bob cats and trailers in the parking lot 1) causes damage to the new parking lot 2) prevents library patrons and downtown business customers from using the parking lot for its public purpose 3) causes unnecessary challenges for maintenance and snow removal of the new parking lot. 8-hour parking will allow downtown business customers and library patrons to use the parking lot for its intended purposes while keeping the parking lot from being become a personal "storage area." Alternatives 1) Direct staff to install "8-Hour Parking" signs in the new library parking lot. 2) Allow unlimited parking in the library parking lot. 3) Table for additional information. Recommendation Staff recommends alternative No.1, to install 8-Hour Parking signs in the new parking lot. Action Requested If the Council concurs, it should by motion direct staff to install "8-Hour Parking" signs in the new library parking lot, located behind the new building. 1
