SUBJECT: 2004 Full Time Non-Contract Pay Plan

Introduction:
The Council is asked to adopt a resolution which establishes the pay plan for full time, non-
contract employees for 2004.
At a budget workshop held November 19th the City Council reviewed the proposed 2004
operating budget.
Included in that was consideration of a cost of living adjustment for non-contract employees. It
was evident at that time that many cities had not finalized cost of living adjustments for 2004 for
either union, or non-union employees. Since that time, we have received the results of an
updated survey of participating metropolitan area cities showing that of the 26 cities that have
settled for 2004, the average increase is 2.46%.
At the November 19th meeting, Council gave preliminary approval to a 2.5% wage increase.
This is the first time in recent memory that 3% was not granted; however, it must be
acknowledged that these are different economic times for local units of government.
Budget Impact:
Each percent increase equals approximately $55,000 across the City (union and non-union
positions included). Therefore, the net impact of a 2.5% increase City-wide is approximately
$137,500.
Note that this is for full time regular employees only. A survey is being done for part time
employees, and a recommendation for any change for 2004 for part time employees will be
forthcoming at the December 16th meeting. Similarly, a change in fire fighter pay was discussed
by the Council, to go from $8.00 per hour, to $10.00 per hour. However, there was discussion
(not finalized) as to whether to phase that in over two years; in other words, grant an increase to
$9.00 per hour for 2004, and $10.00 per hour for 2005. Council should give direction on that.
In addition, there was also a recommendation to change the fire officer pay for 2004.
Both the fire fighter hourly rate, and fire fighter officer pay changes will be considered at the
December 16th meeting.
Recommendation:
I recommend that the Council adopt a resolution approving a 2.5% increase for non-contract
employees.
Action Required:
If the Council concurs, it should, be motion, adopt the following resolution:

A RESOLUTION ADOPTING THE 2004 PAY SCHEDULE FOR THE
OFFICERS AND NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon
the City Treasury from and after December 29,2003, payable to the duly elected officials
and appointed non-union employees ofthe City of Shakopee, in accordance with the
attached 2004 Pay Schedules, with an effective date of December 29,2003.
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this
resolution are hereby repealed and terminated effective December 29,2003.
Adopted in session of the City of Shako pee, Minnesota, held this
day of ,2003.
