SUBJECT: Downtown Fire Station Roofing Project

Introduction:
The Council is asked to award a contract to G and S Roofing Inc., of Minneapolis, for the
reroofing of the downtown fire station (Station No. 50).
Background:
In October, Council authorized Oertel Architects to formulate plans and specifications for the
reroofing of the downtown fire station building. Those plans and specifications were adopted by
the Council at its meeting of November 5th, and advertisement was made.
Between the advertisement and the bid opening date, three addenda were issued. At 10:00 a.m.
on Tuesday, November 25th, seven bids were received and opened. Two other bids were
received after 10:00 a.m. and were returned to the senders unopened.
Of the seven bids, the low bid at the time of the opening did not acknowledge receipt of the third
addendum of the three, whereas the other six bidders did acknowledge receipt of all three
addenda. After consulting with the City Attorney, it was determined that the low bid could not
be considered.
Therefore, the low bid of the six remaining bids that were received which complied with
specifications was G and S Roofing of Minneapolis. Their bid was $82,560.00.
Budget Impact:
The estimate when presented previously to the Council was that it was to "be in excess of
$50,000", and closer to $70,000. However, it was later determined that addenda would be
necessary to call for bids to include additional sloping of the finished roof, and that a complete
roof tear off would be needed. As a result, the estimate was increased to between $75,000 and
$80,000. After consulting with the architect, it is felt that the bid as submitted by G and S is
reasonable.
If approved by Council, a pre-construction meeting will be held in early December, and the work
will be directed to commence by mid-December.
Recommendation:
I recommend that the contract for reroofing of the downtown fire station be awarded to G and S
Roofing.
Action Required:
If Council concurs, it should adopt the following resolution awarding a contract for the reroofing
offire station No. 50 to G and S Roofing, Inc. of Minneapolis:

A RESOLUTION ACCEPTING BIDS AND
AWARDING A CONTRACT FOR THE REROOFING OF
DOWNTOWN FIRE STATION NO. 50, SHAKOPEE, MINNESOTA
WHEREAS, pursuant to an advertisement for bids for the downtown fire station
reroofing project, ON November 25,2003, bids were received, opened and tabulated according
to law, and the following bids were received which complied with the advertisement:

WHEREAS, two additional bids were received after the bid opening, and therefore were
returned to the submitters as "unopened"; and
WHEREAS, a seventh bidder did not acknowledge receipt of all three sent addenda, and
therefore, that bid could not be considered; and
WHEREAS, the City of Shakopee desires to award a contract for the reroofing of the
downtown Shakopee fire station; and
WHEREAS, G & S Roofing, Inc., 2831 12th A venue South, Minneapolis, Minnesota is
the lowest responsible bidder for the reroofing improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. The appropriate City officials are hereby authorized and directed to enter into a
contract with G & S Roofing, Inc., in the name of the City of Shakopee for the
Downtown Fire Station No. 50 reroofing contract in accordance with the plans
and specifications approved by the City Council and on file in the office of
the City Clerk.
2. That the City Clerk is hereby authorized and directed to return forthwith to all
bidders the deposits made with their bids, except the deposits of the successful
bidder and the next lowest bidder shall be retained until a contract has been
signed.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this 2nd day of December, 2003.
