SUBJECT: Parking Restrictions During Construction - County Jail Site

INTRODUCTION:
The County has asked that the City remove two hour parking restrictions from the streets
surrounding the law enforcement center construction site (the whole block north of the
County administrative building).
BACKGROUND:
A letter was received on November 26th requesting that the current two-hour restrictions
be removed. That letter, was sent by Facilities Manager Don Fehr, indicates that this
action would allow construction workers to park adjacent to the site. Another practical
outcome of this is that there would be less chance of a negative impact on parked cars
owned by members ofthe general public (dirt, construction damage, etc.).
DISCUSSION:
The Police Chief and the Public Works Director have reviewed this. The downside of
this is that it does remove some parking which is otherwise intended for Courthouse
visitors. However, that is mostly going to impact the Fourth Avenue side of the project;
with the homes and businesses now off the site, it will not impact many other patrons.
RECOMMENDATION:
I recommend that the two hour parking restrictions surrounding block 48 be removed.
ACTION REQUIRED:
If the Council concurs, it should, by motion, direct that the two hour parking restrictions
on the block faces surrounding the law enforcement center project site be removed.

Re: Parking adjacent to LEC project
Dear Mark,
Please ~ccept this letter as Scott County's request to remove the two hour parking from the
streets directly, adjacent to the Law Enforcement Center Project on Block 48. The areas in this
request are:
The South side of 3rd Ave West between Holmes St and Fuller St,
The East side of Fuller St between 3rd Ave West and 4th Ave West,
The North side of 4th Ave West between Holmes St and Fuller St, and
The West side Holmes St between 3rd Ave West and 4th Ave West.
Removing these restrictions will allow the construction workers to utilize this area during the
construction of the building, while retaining restrictions in front of the residences and the
Government Center to allow adequate short term parking for visitors.

in general.
